The Newark Housing Authority (NHA) is issuing a Request for Proposal (RFP) from Affordable Housing Developers in the City of Newark's West Ward. The Housing Authority would endorse affordable housing finance, extend Project Based Vouchers (PBV) where needed and/or utilize HUD recapitalization strategies to augment the developers Capital Stack. This RFP is specifically targeting new construction or shovel ready projects located in the West Ward area of the City of Newark, New Jersey. Registration at the Periscope S2G platform is required to access the documents. There is no fee associated with registration, download, RFP submission or any other activities related to Newark Housing Authority opportunities on the Periscope S2G platform. All questions received before the deadline will be answered online via Periscope S2G (formally known as Bid Sync). Respondents are required to comply with the requirements of NJSA 10:5-31 et seq. and NJAC 17:27 (PL 1975 c 127 Affirmative Action). All respondents must also comply with 2 CFR 200.317-326. The NHA reserves the right to accept any and all proposals, or to waive any informality on the proposals and the right to reject proposals. The NHA also reserves the right to award all or a portion of the award to one (1) or more responsive and responsible Respondents. No proposal shall be withdrawn for a period of one hundred and twenty (120) days subsequent to the due date of the proposals, without the consent of the NHA.
