The City of Harlingen reserves the right to reject any or all proposals, to waive defects and formalities or technicalities in such proposals, to award the contract to the respondent which it considers has submitted the best and most advantageous proposal, and to hold all proposals for a period of sixty (60) days without taking any action thereon.
