The Sentry Bridge at Watkins Glen State Park is the iconic structure that transports over 1 million visitors a year onto the world-renowned Gorge Trail that features almost two-dozen waterfalls and cataracts. Featured on postcards, brochures and posters dating back to the 1920's the bridge, today, is one of the most photographed features of the park and is highlighted in hundreds of social media posts daily. The Office of Parks, Recreation, & Historic Preservation (OPRHP) is seeking to retain a professional design firm in the field of Engineering to lead a multi-disciplinary team that includes but is not limited to Architects and Landscape Architects, to provide professional design services for the replacement of the Sentry Bridge at Watkins Glen State Park. This document summarizes the contracting opportunity, potential activities to be performed under the contract, submittal instructions, and required qualifications. Fee structure, actual fee, and task order will be negotiated after the most qualified firm has been selected. OPRHP is seeking a qualified Engineering firm to lead a multi-disciplinary team to replace the Sentry Bridge at Watkins Glen State Park. The selected design firm will be required to develop the following three creative alternative designs for the bridge: One that matches the aesthetics of the existing bridge; and One that is more contemporary in nature, and utilizes non-traditional materials, including glass and metal; and One that is contemporary in nature and that proposes a new landing for the south end of the bridge. The north end of the bridge connects to the gorge entrance tunnel and may not be relocated under this option. Selection of the design consultant team will be done according to the Qualification-Based Selection Procedures outlined in this RFQ. Bidders should not include versions of the alternative designs in their submission to this RFQ. Inclusion of alternative designs in a bidder's submission may lead to disqualification. The intent of this contract is for the Engineering firm and associated team to develop concept development drawings, schematic design and design development work, full construction documents, cost estimates, bidding, and construction administration services. Photo realistic renderings will be required for the final version of each of the three developed alternatives. The general disciplines that will be required under this contract are anticipated to include civil engineering (prime), architecture, landscape architecture, structural, geotechnical/soil, lighting, interpretive signs, exhibit design, historic preservation, environmental and permitting, surveying and third-party cost estimating. Photo realistic renderings will be required for Agency presentations.
