The New York State Office of Parks, Recreation, and Historic Preservation (OPRHP) is seeking to retain a professional Engineering firm to lead a team to provide services for improving the water quality of Lake Welch, Harriman State Park Description of Existing Facility - Lake Welch is a popular visitor destination located within the over 48,000 acres of Harriman State Park. Lake Welch is a New York State Park facility that is conveniently located to the New York City Metropolitan area and is roughly thirty (30) miles north of the George Washington Bridge. The facility is designed to accommodate approximately 3,000 cars and over 10-15,000 patrons at any one time. Maximum capacity is frequently reached during peak times of the summer season. The lake is an impoundment created by a dam for recreation purposes. The Lake has: a surface area of roughly 182 acres. a mean depth of 15+/- feet a maximum depth of approximately 30 feet a watershed area of about 3 square miles a State Dam ID: 196-0854 - Hazard Code C Some of the significant existing facilities, activities, and infrastructure at Lake Welch area includes the following: Parking: three (3) large parking areas with a total capacity of roughly 2,500 vehicle spaces and with 500 overflow on grass. Swimming Beach: Half ( 1/2 ) mile long sand beach Recreational Day-Use Area Buildings: Beach bathhouse, office building, two (2) comfort stations and one (1) additional planned comfort station. Campground: Beaver Pond Campground with 127 Sites with camp office, camp store, dump station, laundry, and three (3) comfort/shower stations. Waste-Water Treatment Plant Maintenance Building Potable Water Storage Tank and Treatment Picnic Grounds Playground Hiking Trails Boating Fishing During the 2022 Summer Season Lake Welch experienced a lake-wide Harmful Algal Bloom (HAB). This condition caused the popular recreational lake to be closed to the public. The Lake Welch swimming beach, picnic grounds and boat launch were closed to the public. Selection will be according to Qualification Based Selection Procedures. This document summarizes the contracting opportunity, potential activities to be performed under the contract, submittal instructions, and required qualifications. Fee structure, actual fee, and work order will be negotiated after the most qualified firm has been selected. Services to be Provided OPRHP is seeking a qualified Engineering Firm to lead a team to review and evaluate the existing conditions of the water quality of Lake Welch and make recommendations for improvements. The Engineering Firm is to provide a comprehensive and innovative plan and design to improve water quality with a focus on reducing the risk of another harmful algae bloom outbreak. The engineering firm shall suggest and design multiple infrastructure and land improvements to improve the water quality of the Lake and associated water resources. The Agency vision for the project includes, but is not limited to: Wastewater treatment system(s) improvements, including, but not limited to, the removal of phosphorus and nitrogen. Improving upstream water quality and resources that drain into Lake Welch, including Breakneck Pond and the associated wastewater treatment system and stormwater drainage systems. Considering separate wastewater treatment of individual facilities to reduce the load on a central treatment system. Three (3) large parking areas with a total capacity of approximately 2,500 vehicle spaces and with 500 overflow spaces on grass. While consideration should be given to any beneficial changes to the facility's parking layout and associated infrastructure for stormwater runoff from these large paved areas, there is a strong preference to retain the current overall parking/patron capacity. Lake improvements. Determine current internal nutrient loading. Establish nitrogen and phosphorus budget for lake. Consider if dredging, floating aquatic wetland islands and dam alterations or other technologies would improve water quality. stormwater runoff and drainage system improvements. comfort station, shower, campground laundry and campground pump-out station improvements to improve wastewater treatment. The scope of design services will include, but not be limited to, program development, schematic design, detailed design, construction documents, permitting, bidding, and construction administration. The services under this Contract will require the professional engineering firm and related team to gather, review and evaluate information to develop a program to meet the goal and objective of improving the water quality of Lake Welch. The engineering team shall develop effective and creative design options that conform with current regulations, meet facility demand, mitigate future maintenance, and are cost effective. The engineering firm and team should expect and plan to allocate resources to deliver services to meet a tight project schedule to prevent impact to public facilities. The anticipated services will include, but not be limited to, the following elements: assessment of environmental conditions and natural systems with a focus on water quality. surveying SEQR and environmental permitting wastewater treatment system design stormwater treatment system design green parking lot design. geotechnical and soil engineering hydrology structural design - including dams. restoration design of ecological and environmental systems environmentally sensitive (green) design.
