This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways. Project Manager - Larry Krueger, P.E. User Division - Highway Design Approximate Fee - $650,000 Preliminary Engineering & Environmental Services (Lump Sum) Project Funding - Federal Funds (STP2) Project Length - Approximately 3.09 miles The purpose of this project is to improve safety, traffic flow, and function of US-60. This section of US-60 is a major connection between Sturgis and Morganfield. It provides access to a high school, a middle school and the county hospital. This section has very little shoulders, a few geometric deficiencies, and undesirable intersection layouts. This project is needed to provide a safe and reliable route for those accessing services within the corridor as well as residential and commercial traffic traveling to Morganfield. In addition, this section of US-60 is part of the truck network in Union County that is vital to businesses The Consultant team shall include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The plan should demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to this contract. If included, an additional page will be allowed in the Project Approach (Section 7) to exhibit this plan.
