This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways Project Manager - Chris Kuntz, P.E. User Division - Planning Central Office Liaison - Dave Heil, P.E. Approximate Fee - $500,000 (Lump Sum) Planning Study Project Funding - State Priority Project (SPP) funds Project Length - Approximately 8 miles Kentucky's FY 2022 - FY 2028 Highway Plan included this study to examine a transportation corridor and Ohio River crossing between Barlow, KY and I-57 near Future City, IL. This study will be conducted as a Planning and Environmental Linkage (PEL) study to fully examine the feasibility, costs, and impacts of the potential corridor and crossing This study will assume that the ongoing 1-1140.00 US-51 Bridge Replacement project does not advance beyond its current phase. The Consultant team shall include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The plan needs to demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to this contract. An additional page will be allowed in the Project Approach (Section 7) to demonstrate this plan.
