Architectural and Engineering Services, SD Energy Security Plan Statewide The selected firm will also provide an updated SESP responsive to all the categories outlined in 42 USC 6326(c) that were unavailable by September 30, 2022, provided no later than April 1, 2023 Per Section 366(e) of the Energy Conservation and Policy Act (EPCA), as amended by Section 40108 of the Infrastructure Investment and Jobs Act (IIJA) of 2021, South Dakota must provide a completed SESP that meets the requirements put forth in Section 366(c). The SESP must meet compliance with the following required content, which is detailed in section 366(c), as amended by the IIJA: (1) SESPs must address all energy sources and regulated and unregulated energy providers. (2) SESPs must provide a State energy profile, including an assessment of energy production, transmission, distribution, and end-use. (3) SESPs must address potential hazards to each energy sector or system, including: (A) physical threats and vulnerabilities; and (B) cybersecurity threats and vulnerabilities. (4) SESPs must provide a risk assessment of energy infrastructure and cross-sector interdependencies. (5) SESPs must provide a risk mitigation approach to enhance reliability and end-use Resilience (6) SESPs must address: (A) multi-State and regional coordination, planning and response; and (B) coordination with Indian Tribes with respect to planning and response. To the extent practicable, SESPs must encourage mutual assistance in cyber and physical response plans. DOE expects states to provide a "material" response for each requirement. Given the time constraints faced in submitting a plan by September 30, 2022, DOE expects that the level of detail provided in state energy security plans for FY22 will be commensurate with the available time to develop such plans. An acceptable material response could be "we do not have this information yet, but we are taking the following steps to gather it by this date". However, please note that responses such as "tbd" or "n/a" or "no information at this time" are not acceptable. You must provide DOE with a statement regarding your efforts to gather the required information. Firms desiring to be considered for providing professional services for this project should send a statement of interest that outlines qualifications and experience for this project. Statements of Interest should at a minimum include the following: 1. Specialized expertise, capabilities, and technical competence as demonstrated by the team's capabilities, proposed approach and methodology to meet the project requirements. (30%) 2. Resources available to perform the work, including any specialized services, within the specified time limits for the project. (25%) 3. Record of past performance, including price and cost data from previous projects, quality of work, ability to meet schedules, cost control, and contract administration. (10%) 4. Availability to project locale. (5%) 5. Familiarity with project locale. (15%) 6. Proposed project management techniques. (5%) 7. Ability and project history in handling special project constraints.
