PURPOSE: The Virginia Department of Agriculture and Consumer Services (VDACS) is seeking a qualified licensed Bidder to perform asphalt sealing and re-striping approximately 34,810sqft of asphalt parking lot for the Harrisonburg Regional Animal Health Laboratory located at 261 Mt. Clinton Pike, Harrisonburg, VA 22802. II. SCOPE OF WORK: 1. The Successful Bidder shall provide all supervision, materials, labor, tools, supplies, and incidentals to prepare, seal, and re-stripe approximately 34,810sqft of the asphalt parking lot. 2. Work Hours: All services shall be performed, unless mutually agreed upon by the Successful Bidder and the VDACS Representative, after normal business hours, (after 4:30 P.M), Monday through Friday, except for State & Federal Holidays. Request to work on Saturday and Sundays must be approved by the VDACS contact prior to start date. 1. Bidders shall be experienced in asphalt sealing and shall have adequate manpower and equipment for the scope of this project and be able to complete work within 30 calendar days after award. Adequate time has been allotted for completion, however, should significant weather impact the ability to complete the work, consideration will be given to extend time. 2. Bidders shall furnish references and reference contact information for at least two (2) locations where similar work was completed on the Vendor Data Sheet. 3. Bidders shall be qualified and licensed by the Commonwealth of Virginia Department of Professional and Occupational Regulation (DPOR), Board for Contractors, to perform all work included in the scope of the Contract. VDACS must approve of all subcontractors before they perform work on behalf of the Successful Bidder. 4. Bidder registration is required in accordance with Section 54.1-1103 of the Code of Virginia. 5. Bidders shall possess a Class B or higher Contractor's license with an Asphalt Paving and Sealcoating (PAV) or Heavy Highway (H/H) specialty. 6. All Successful Bidder personnel shall be fully qualified and trained. 7. The Successful Bidder shall ensure that all OSHA Safety Rules and Regulations are followed throughout the course of this project. The area shall be clearly marked with "work in progress signs" and/or caution tape. 8. The Successful Bidder is to control all related vehicular parking within the limits of the Work to preclude interference with public traffic or parking, access by emergency vehicles, County operations, or construction operations. Prohibit parking on or adjacent to access roads, or in non- designated areas. 9. The Successful Bidder shall ensure that the sealing and restriping of the asphalt parking lot meets all federal, state, and local safety guidelines. 10.The Successful Bidder shall maintain a clean work site continuously throughout the duration of the project. 11.The Successful Bidder shall be responsible for the removal and disposal of all trash, debris and any discarded or unused material from the premises as a result of this project. All asphalt-paving waste shall be disposed of in a safe and legal manner. 12.The Successful Bidder shall provide a workmanship warranty of one (1) year. 13.It is the Bidder's responsibility to verify any information, measurements and obtain any clarifications prior to submitting the bid response. VDACS is not liable for any errors or misinterpretations made by Bidders in response to this solicitation. 14.Award will be made on a Total Bid Price basis. Bidders shall complete pricing for each line item denoted on the Bid Form. Failure to price each item shall render the bid non-responsive. 15.Pricing shall be all-inclusive, including all materials, labour, tools, supplies, and incidentals required to successfully complete the work. 16.The awarded vendor shall provide a valid Certificate of Insurance (COI) prior to work beginning on any state owned or controlled property. Vendors that fail to provide a COI that meets the Commonwealth's requirements as outlined in the Agency Procurement and Surplus Property Manual (APSPM) and Vendor's Manual will not be allowed to commence work.
