Question Deadline 08/18/2022 at 2:00 PM ET Any questions related to this RFQ must be submitted to the city staff no fewer than five (5) workdays prior to the date set by this RFQ for receipt of bids by the City. Questions should be in writing and electronic transmission is preferred. Questions submitted beyond the time specified above may be left unanswered if sufficient time does not allow a response to all prospective bidders/offerors without causing an unacceptable delay in the process. The City of Charlottesville is requesting that the selected firm provide a structural inspection of each of the structures listed in pricing schedule. The certified inspections will be conducted and recorded in accordance with Federal (NBIS) and State requirements for bridge inspections, at the specific individually scheduled dates. An assigned number of copies will be provided to the City of Charlottesville and Virginia Department of Transportation as detailed in the Scope of Work. It is the Citys intent that this Request for Quotation (RFQ) permits competition. It shall be the bidders responsibility to advise the Purchasing Agent in writing if any language requirement, specification, etc. or any combination thereof, inadvertently restricts or limits the requirements stated in this RFQ to a single source. Such notification must be received by the Purchasing Agent not later than five (5) days prior to the date set for bids to close. As part of the City of Charlottesvilles Minority Business Program, the City of Charlottesville encourages the participation of small, women, minority, veteran, and micro-owned businesses (SWaM-O) in the Citys procurement transactions. In order to support and build up the capacity of SWaM-O businesses, City Council and staff have taken steps to push forward policy changes and initiatives to help reduce barriers to doing business with the City. The proposed services will consist of the following: A. Basic Professional Services 1. National Bridge Inspection Standards (NBIS) Inspection Services: a. Conduct a structural inspection of each of the structures listed in the Pricing Schedule. The inspections will be conducted and recorded in accordance with Federal National Bridge Inspection Standards (NBIS) and State requirements for bridge inspections. b. The selected firm will submit to the City two (2) copies of each inspection report, and one (1) electronic copy. Each report will contain color reproductions of all pertinent photographs. Upon completion of the City review, inspection reports and supporting documentation will be submitted electronically to Virginia Department of Transportation (VDOT). The inspection reports will be completed in accordance with the current VDOT standard forms, and will include all applicable attachments (ie., Expansion Dam Performance Sheet, Critical Recommendations Form, etc.). c. The selected firm will furnish all labor, supervision, equipment, tools, traffic control measures etc., necessary to perform the services. B. Project Timeline - August 2022 - June 2023. Awarded Contractor shall provide the Citys Project Manager with a detailed project timeline upon receipt of a contract (Purchase Order). The method of contractor selection has not been determined at this time.
