This project consists ofthe construction of a bike path from Oak Avenue to Evesham Avenue, as part of the Gloucester Township Health & Fitness Trail. sealed bids will be received by the Township of Gloucester for the Gloucester Township Bicycle Path (Health & Fitness Trail) Oak Avenue to Evesham Road (DVRPC FY2018 CMAQ Funded) in the Township of Gloucester, Camden County, New Jersey. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award. The Disadvantaged Business Enterprise (DBE) goal is 8%. These requirements are indicated in Federal Attachment #1. The number of Training Positions will be 1 (where feasible consisting of at least Zero [0] Apprentices and One [1] Trainee [Total Trainee Hours = 440]). These requirements are indicated in Federal Attachment #2. Bid forms, contracts and specifications are available by contacting Remington & Vernick Engineers. The Township of Gloucester reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Township of Gloucester, in accordance with applicable law. Each bid shall be accompanied by a certified check, cashier's check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Township of Gloucester in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Township of Gloucester in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Township of Gloucester in a lawful manner. The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act. The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act.
