Conduct a comprehensive compensation study and analysis of the Kenton County workforce as described in purpose/objective above. This includes identifying appropriate benchmarking and survey of external competitors for positions and a review of internal equity and potential pay compression issues. The scope of this project will focus on 12 departments for a total of 245 employees, majority full time but includes 43-part time/seasonal. These positions equate to approximately 100 different job descriptions. The focus is full time employees but consideration of part time staff may be necessary and warranted. Over the past eight (8) years, the County has performed internal compensation studies for various departments resulting in modest pay scale adjustments to positions determined to be out of alignment with the external market. The County pay scale consists of a centralized system that includes fourteen (14) grades. Within the centralized system, the County has established separate criteria for the Police Department, Emergency Communications Center, Public Works and Parks. Pay increases are based on a merit system; however most recently the County instituted a six percent (6%), adjustment across all positions and ranges effective July 4, 2022. The Kenton County Detention Center has a separate pay system and is included in this RFP for review All inquiries concerning this Request for Proposals should be submitted in writing via email to the following County's representative. Questions must be submitted in writing by 2:00PM on Friday, August 5, 2022. Holly Hill, Purchasing Manager Holly.hill@kentoncounty.org A Bid Bond amounting to five (5%) percent of the proposed bid/proposal price must be provided with the response. The Bid Bond may be in the form of a surety bond, cashier check or other form of surety satisfactory to the county attorney. If the contract is awarded to the bonded bidder, the bidder will accept the contract as bid, or else the surety will pay the Fiscal Court a specific amount because of default on part of the bidder. The entire project should be fully completed no later than Friday, January 13, 2023. The County would expect to receive a draft report by mid to late December 2022. The method of Contractor Selection has not been Determined at this time.
