Site work and paving for a mixed-use development in Bluefield, West Virginia. Conceptual plans call for site work for a pipeline; for paving for a pipeline; road / highway; road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The Bluefield WV Economic Development Authority (BEDA) is in the process of obtaining qualifications from consulting architectural and engineering firms interested in providing advice and professional engineering services related to potential site development and infrastructure along the John Nash Boulevard Corridor off of I-77 Exit 1. The consultant will work closely with BEDA and other partners including Region I Planning & Development Council. Phase 1 will be conducting an analysis of at least three (3) developable properties between U.S. Route 460 and Interstate 77 Exit 1. The study will include the following: -- Access to utilities, capacities of existing utilities, and the steps needed to make these sites "Site Ready" This will include access to water, sewer, power, natural gas, and broadband. -- Preliminary grading utilizing the best available contours. -- Preliminary layout of proposed buildings, parking lots, sidewalks, greenspace, etc. -- Preliminary layout of proposed access roads to the sites including coordination with the West Virginia Department of Transportation (WVDOT) regarding any proposed entrance/intersection locations. Per a discussion with WV Division of Highways (WVDOH) District 10, U.S. Route 52 within the project area is a Controlled Access highway with some existing service/frontage roads; therefore, proposed entrances that do not utilize an existing frontage road, or an existing entrance would require both WVDOT and FHWA approval. -- Preliminary calculations of projected traffic generated by the proposed sites. Traffic generation will be based on the Institute of Transportation Engineers (ITE) Trip Generation Manual. -- Preliminary cost estimates for development of each site evaluated. Phase 2 will include but not limited to the following: -- Construction design in accordance with all State, Federal and Local regulations that pertain to the proposed project. -- Preparation of bidding and contracting documents. -- Participation in the evaluation of bids received and monitor and inspect construction activities to ensure compliance with plans and specifications. -- Preparation and delivery of final "As Built" data in GIS format (shapefile, geodatabase, etc.) with data georeferenced to and assigned real-world coordinates and accompanied by comprehensive descriptive metadata. Procurement of said services shall be in accordance with West Virginia Code Chapter 5G. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience. The object of the competitive process is to objectively select the firm who will provide the highest quality of service. Technical qualifications and experience will be weighed heavily. Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to the US EDA, HUD/Small Cities Block Grant, Appalachian Regional Commission Grant Program, and the West Virginia Infrastructure and Jobs Development Council and other sources as available.
