Site work for a water / sewer project in Ames, Iowa. Completed plans call for site work for a water / sewer project.

All work shall be in accordance with the specifications now available on AmesBids at or on file in the Purchasing office of Ames, Iowa, which, by this reference are made a part hereof, as though fully set out and incorporated herein. Written questions will be accepted until 5:00 p.m. local time on Januay 5, 2023 Said questions are to be submitted in AmesBids at amesbids.ionwave.net. The City of Ames Purchasing Division is the only authorized source of bid documents. Bid documents obtained from any other source may have an incomplete set of documents. Bidders using bid documents not obtained from the City of Ames Purchasing Division on AmesBids are advised to contact to visit amesbids.ionwave.net to enable receipt of necessary addenda. Reproduction of these documents without the express permission of the City of Ames is prohibited. The project site is the Bloomington Road Elevated Tank (BRET) Water Tower located at 2521 Bloomington Road, Ames, Iowa 50010. The work is to replace one 24" butterfly isolation valve and install an electric modulating valve actuator (EMA). Work shall be completed by June 1, 2023. No bidder may withdraw their bid for at least sixty days after the scheduled closing time for receiving bids. If the accepted bid is over $25,000, the selected Contractor will be required to provide a performance and payment bond equal to the total bid amount. Contractor will include the cost of the performance and payment bond in the bid. Each successful bidder shall be required to furnish a corporate surety bond in an amount equal to 100 percent of its contract price. Said bond shall be issued by a responsible surety approved by the City's Risk Manager and shall guarantee faithful performance of the contract and terms and conditions therein contained and shall guarantee prompt payment of material and labor and protect and save harmless the City from claims and damages of any kind caused by operations of the contract and shall also guarantee the maintenance of the work in good repair for a period of one (1) year from and after the completion and acceptance by the City. The contractor shall not include sales or use taxes in the bid. Pursuant to Iowa Code and Iowa Administrative Code, the contractor will be authorized to purchase building materials that will be incorporated into real property on this project tax-free. By virtue of statutory authority, preference will be given to products and provision grown and coal produced within the State of Iowa, and to Iowa labor, to the extent lawfully required under Iowa statutes. The City does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City. Bidders are recommended to conduct a site visit prior to submitting a bid. Site visits must be scheduled with the City's representative listed for this project. No adjustments to the contract pricing will be considered after the contract award as a result of conditions that could have been reasonably foreseen by a due diligence site inspection. The Contractor shall furnish all materials, labor, equipment, and supervision required to complete the scope of work listed under the project requirements. The requirements include the replacement of one 24'' butterfly isolation valve, installation of an electric modulating valve actuator (EMA) and associated wiring and powering requirements to allow open/close operation of the EMA at the site. The butterfly valve operation will be connected to the Water Treatment Plant supervisory control and data acquisition (SCADA) system through a remote PLC. The City has already installed two new 2'' underground PVC conduits and associated junction boxes in preparation for the project scope. One conduit run shall be utilized for power cable and the other signal cable. The city intends to utilize city employed integrators for the SCADA screen creation, I/O programming, and other required items to allow for remote operation of the valve and EMA. The power cable conduit will have some wires already installed prior to this project for lights and a sump pump in the valve pit. The Contractor shall pull and install the required power and signal cabling for the EMA to be controlled remotely via the City's SCADA system, but no SCADA integration is required by the Contractor for remote operation, just open/close operation at the site. B. Butterfly Valve Replacement, EMA Installation, Excavation, and Electrical, Instrumentation, Communication Equipment and Appurtenances Description (1) The butterfly isolation valve is located below grade in a valve pit. Remove and replace. (2) The EMA will be installed on the new butterfly valve in the valve pit. The EMA location shall be installed in a manner to provide easy serviceability and maintenance by City staff. (3) All new wiring and electrical components must run from the valve pit to the panel located inside of the tower. (4) The contractor shall provide a small section of flexible and liquid tight conduit from junction boxes to the required connection points of the EMA for operation. The conduit penetrations shall be on the sides of the junction boxes, conduit shall in a manner to have a sag or low point an elevation lower than that of the EMA connection point. These are to aid in collecting water in the event of water intrusion into the conduit.
