Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with alternate bid items as indicated in the Bid Form. All permits required for the construction of this project are expected to be approved prior to the date of full contract execution and notice to proceed (pending approval of GDOT utility permits, if applicable). Acquisition of property for easements, right of way, etc. is in the process of being acquired. The City expects that acquisition should be completed with approximately 60 days of the bid opening date. This project is expected to be funded all or in part by the Georgia Environmental Finance Authority's (GEFA) Drinking Water State Revolving Loan fund. The construction contract will be subject to GEFA's Supplemental General Conditions for Federally Assisted State Revolving Loan Fund Construction Contracts including Disadvantaged Business Enterprise requirements and Davis Bacon & Related Act requirements. Additionally, the contract will be subject to GEFA's American Iron and Steel Special Conditions and Information for Federally Assisted State Revolving Loan Fund Construction Contracts. This project is also expected to be funded all or in part by the Georgia Department of Community Affairs Community Development Block Grant program and, as such, is subject to Federal and State contract provisions.
