Contract for the furnishing and delivering of magnesium hydroxide slurry to treatment facilities operated by the Authority or a period of two (2) years. The magnesium hydroxide slurry shall be "Thioguard(R)" Magnesium Hydroxide Slurry manufactured by Premier Chemicals, LLC. The Authority has determined that the propriety "Thioguard(R)" process is the best suited for the reduction and control of the release of gas and odors from sewage and wastewater and corrosion protection in concrete sanitary sewers in its facilities. Each proposal shall be submitted on the prepared forms which must be secured from the offices of the Authority during regular business hours, and each proposal must be accompanied by a certified check, cashier's check or bid bond in the amount of $500.00 payable to the order of the Northwest Bergen County Utilities Authority. If a bid bond is to be used, each bidder must use the form of bid bond prepared by the Authority. No substitute forms of bid bond will be accepted. Each proposal shall be submitted in a properly labeled sealed envelope with the name of the Bidder, his or her address, and the name of the Contract for which the proposal is submitted Bidders are required to comply with the requirements of Public Law 1975, Chapter 127, as well as all other applicable statutes, rules and regulations dealing with discrimination in employment on public contracts. All contractors must be registered with the Division of Taxation and must submit proof of business registration with their bid proposals. Proof of registration is a copy of the organization's "Business Registration Certificate" issued by the Division of Revenue. No other form of proof can be substituted. The Authority intends to award this Contract to the lowest Bidder whose Bid Packet is responsive and complies with its requirements for the Contract, provided that in the judgment of the Authority is reasonable, within available funds and in the interest of the Authority. The Authority reserves the right to reject any and all Bid Packets to the extent permitted by law. An award will be made, or Bid Packets will be rejected within sixty (60) Calendar Days after the opening of the Bid Packets, during which time the Bid Packets shall be irrevocable and unavailable to withdraw by Bidders, unless otherwise extended in the Contract Documents. The Authority further reserves the right to modify this Contract through the distribution of Addenda to plan holders of record without further publication. Bids will be evaluated on the basis of this Advertisement plus any Addenda issued by the Authority prior to the opening of the Proposal. This procurement will be subject to regulations contained in applicable sections of the New Jersey Local Public Contracts Law in effect on the date of the award for this contract.
