Notice is hereby given that the Northwest Arkansas Regional Airport Authority (the "Authority") operates Northwest Arkansas National Airport ("XNA" or the "Airport"), in Benton County, Arkansas, and is soliciting qualifications and experience from interested consultants under this Request for Qualifications ("RFQ") for sustainable planning services for to-be-determined projects involving physical development, operations, environmental matters, and economic sustainability. Sustainable planning should develop goals to help further economic prosperity, social responsibility, and environmental stewardship in ways that can be effectively integrated into the Airports long-term planning efforts. Multiple consultants may be selected as a result of this RFQ.
Work may also include environmental services for roadways, both on and off Airport property, including evaluations, testing, reporting, right-of-way acquisition for off-airport roadways, financial feasibility studies for roadways; economic impact studies for the Airport; land purchases; comprehensive analysis of systems in the passenger terminal area;, baggage screening and conveyance systems; the terminal curb frontage and associated roadways, along with the layout and phasing concepts for future parking structures and consolidated car wash facilities; long-term space considerations for the passenger terminal building and concourses; future reconfiguration of the passenger terminal apron and efficient taxiway/taxilane routing; on-airport and off-airport non-aviation commercial development potential (e.g. hotel, convenience store, etc.); drainage studies and recommendations; noise impacts, studies, and recommendations to potentially include draft noise contours, model ordinances, and working with surrounding communities to educate and implement recommended changes/improvements; normal master planning tasks (i.e., programming for the ultimate layout of airside and landside facilities to allow appropriate reservation and protection of land area and airspace). All assigned tasks should take sustainability into consideration. The Authority also reserves the right to re-advertise for those services not under contract. The NWARAA in accordance with the Title VI of the Civil Rights Act of 1964, 78 STAT.252.43 U.A.S.C. 200d to 2000d4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21 Nondiscrimination in Federally-Assisted Programs to the Department of Transportation issued pursuant to such act, hereby notifies all Proposers that the NWARAA will affirmatively insure that in any contact entered into pursuant to this advertisement, Disadvantaged Business Enterprises will be afforded full opportunity to submit Proposals/Qualifications in response to this request and will not be discriminated against on the grounds of race, age, disability, color, sex, creed or national origin in consideration of an award. The NWARAA established DBE goal is 6.0%. Provisions of Executive Order 11246 for Equal Employment Opportunity are applicable to this contract. The Northwest Arkansas Regional Airport Authority reserves the right to reject any and all proposals, to waive any requirements of the proposals received, and to accept any proposals that in its opinion may be in the best interest of the Northwest Arkansas Regional Airport Authority. The method of contractor selection has not been determined at this time.
