The Kent Regional Service Commission is seeking proposals for residential bulk items collection in its new K6 Collection Territory. Household count for the new K6 Bulk Item Collection Program is estimated to approximately 14,210 houses including seasonal cottages (stats from 2019). While it is difficult to provide a tonnage estimate for this new program, the estimated total tonnage of bulk items was 1349.15 tonnes in 2020 and 1383.25 tonnes in 2021. This is at a maximum of 45 items allowed per household per year (15 per collect). This project will offer up to 48 items per household per year (6 per collect). The K6 Bulk Item Collection Program will be valid for a little under four (4) years. The residential bulk items collection and disposal services will begin Sunday, April 2, 2023, and will run until Saturday, January 2, 2027. The contract may, after negotiations be awarded for a period of one (1) year following the end date of January 2, 2027. Services covered by this call for tenders 1. There are currently an approximated 14,210 collection points based on the 2019 house counts, which are divided into six (6) designated regions. 2. Bulk item collection services shall be carried out weekly on a rotational basis for each of the six (6) designated regions within the Kent region's limits, until all collection requests within a designated region have been completed. Weekly residential bulk item collection will be offered from April 2, 2023, to January 2, 2027. 3. There will be a LIMIT OF SIX (6) BULK ITEMS PER HOUSEHOLD, per requested pick-up. The collection schedule detailed below will allow citizens to receive ONE (1) COLLECTION WITHIN THEIR REGION EVERY SIX (6) WEEKS or so. - As a transition period, the first twelve weeks of collection (April 2 to June 24, 2023) will allow up to ten (10) items per household. This will not get advertise but will permit the residents to dispose of accumulated items between October 2022 and their first collection in 2023. 4. Bulk good collection starts on Monday each week, for each zone, on a rotational basis. Collection may begin at 4 a.m. at the earliest. - Collection of bulk items WILL BE offered during a statutory holiday. - There are four weeks during the year when no bulk items collection will be offered (See Appendix A3): - The two weeks surrounding Christmas and New Year's Day - The two weeks surrounding the Acadian Day (August 15) 5. The Commission will assume the cost to advertise and inform residents of the Residential Bulk Items Collection Program, and how they can submit a service request. 6. Pick-up requests can be submitted by residents via telephone or online no later than Wednesday @ 5:00 p.m. (for collection on Monday of the following week) for their collection region. 7. A complete list of addresses containing general instructions regarding the type of items they want picked up will be provided to the Selected Proposer, by email, every Thursday before next week's collection. 8. Residents will be able to register by phone, online or through the "Kent Services" mobile application. The Commission will be responsible for the development and maintenance on the registration platform. - If a resident was to contact the Selected Proposer to request collection of bulk items, they can either redirect the call to the Commission or register the resident using the Commission's platform. - The Selected Proposer will be expected to assist the Commission in the creation of the platform, in the selection of the requested information and will be expected to provide feedback regarding the data they receive. 9. Bulk items shall be collected WITHIN FIVE (5) BUSINESS DAYS OF THE SCHEDULED PICK-UP DATE designated for each region. If required, the Selected Proposer can work during weekends to complete the collection without compensation. 10. It should be noted that there may be times when a considerable amount of waste will be generated (mostly during spring and fall, but also in the summer when cottagers arrive), and it will be the Selected Proposer's responsibility to provide sufficient Waste Collection Vehicles, equipment, and collection personnel to handle any seasonal peaks to ensure each region is completed in accordance with its approved collection schedule. Service limits The collection of residential bulk items is limited to the following various residential buildings: - Single family dwellings (permanent and seasonal residences) - Multifamily dwellings (duplexes, triplexes, quadruplexes, etc.) - Residential apartments - Special care homes - Daycares The collection of residential bulk items does not include the following: - Commercial buildings - Institutional buildings - Industrial buildings
