Renovation of an educational facility in Providence, Rhode Island. Completed plans call for the renovation of a 76,000-square-foot, four-story above grade educational facility.

Although efforts will be made to make bidders aware of all Addenda and Memoranda, bidders are advised to contact Mark Carroll at the above number to verify they have all Addenda and Memoranda. This project is being performed under the Construction Management form of construction. With respect to this project, the Construction Manager is the representative of the Owner. The Owner shall approve the award of all trade contracts. Each Trade Contractors contract shall be with the Construction Manager. The Owner, City of Providence Public Buildings Authority, has contracted with O&G Industries to serve as the Construction Manager (CM). No oral, telephone or electronic proposals will be considered. All bids shall stand available for acceptance for a period of forty-five (45) days from the date proposals are received. No bid shall be accepted from any person/company who is in arrears to the Owner upon debt, or contract, or who is a defaulter as surety or otherwise upon obligations to the Owner. The Owner, its Designee, or the Construction Manager reserves the right to reject any or all bids,without stating reasons therefor, including without limitation the right to reject any or all nonconforming, non-responsive, unbalanced, or conditional bids and to reject the bid of any bidder if the Owner, its Designee or the Construction Manager believes that it would not be in the best interest of the Owner or the project to make an award to that bidder, whether because the bid is not responsive or the bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner, its Designee, or the Construction Manager. The Owner, its Designee, or the Construction Manager reserves the right to waive informalities and to negotiate contract terms with one or more bidders without reopening the bidding process insofar as such negotiations are not violative of applicable competitive bidding statutes or law. In the event of a tie low bid, the Owner and Construction Manager reserves the right to take into account the residency of bidders within the City of Providence and/or location of the bidders business within the City of Providence in awarding the bid. In evaluating bids, the Owner, its Designee, or the Construction Manager will consider the qualifications of bidder, whether or not the bids comply with the prescribed requirements, and such alternates, unit prices, and other data, as may be requested in the Form of Proposal or prior to Notice of Award. The Owner, its Designee, or the Construction Manager may consider the qualification and experience of subcontractors and other persons and organizations proposed for those portions of the work as to which the identity of subcontractors and other persons and organizations must be submitted as provided by the bid documents. The Owner, its Designee, or the Construction Manager reserves the right to require, prior to Notice of Award, a statement of facts in detail of the business and technical organization and plant of the bidder available for the contemplated work, including financial resources, present commitments, and experience of the bidder in performance of comparable work. Contractors shall note the Minority Business and Women Owned Business Enterprise participation requirements identified for each trade package and are responsible for ensuring that they, and the MBE/WBE they have selected, are eligible contractors and that they meet State requirements. Trade Contractors will be responsible for compliance with the following Goals and Requirements established for this project as follows: The goal for Minority Business Enterprise (MBE) participation is 10% of the total bid amount. The goal for Women Business Enterprise (WBE) participation is 10% of the total bid amount. a) In accordance with R.I.G.L. 37-14.1 and Providence Code of Ordinances Section 21-52, as revised, the contractors shall note the ODEO MBE and Women Owned Business participation requirements as indicated above for each trade package and are responsible for ensuring that they, and the MBE/WBE they have selected, are eligible contractors and that they meet State of Rhode Island ODEO Project Requirements. Referring to the Table above, trade contractors working on this project shall utilize State of Rhode Island Diversity program certified Women Owned Business Enterprises (WBE) and Minority Business Enterprises (MBE) for the minimum as stated above. For those trade contractors with goals indicated, the contractors shall provide documentation of their good faith efforts. b) Prior to the Scope Review Meeting, Bidders are required to provide Contractors Means of Compliance Table totaling their Bid Value and outlining their means of compliance with these minimum project MBE/WBE goals. The successful contractor shall provide a clear and concise breakout of their Bid Value and assigned value allocation representing the contractors means of compliance with the State of Rhode Island ODEO (Office of Diversity, Equity and Opportunity) percentages. This information is mandatory and required to be submitted for review and discussion at the Scope Review Meeting and compliance is a condition of contract award. See Specification Section 00 21 13 titled Instructions to Bidders. This contract shall be performed under a Project Labor Agreement. Refer to Specification Section 00 53 00 for a copy of the Agreement.
