Site work and new construction of a mixed-use development in Yakima, Washington. Completed plans call for the construction of a water / sewer project.

The Contractor shall provide all supervision, labor, equipment, and materials to perform all work required for these items under project entitled, construct New Well at Lower Foster located at Yakima Training Center, Washington. The existing Lower Foster Well was completed in 1995 to a depth of 590 feet and is a nonpotable production well serving a fire storage tank at the site. The well was originally capable of pumping 15 gallons per minute (gpm). However, it never sustained a pump rate of 15 gpm. The pump was replaced in 2016 with a Grundfos dual-voltage pump which was sized and throttled to provide 3.1 gpm. A pump rate of 3.1 gpm does not allow the pump to meet flow rate demand to fill the existing 20,000-gallon storage tank daily. This project is to add a new well closer to the Creek bed and demolish existing well. This project includes decommissioning the existing well and replacing it at a location approximately 1,400-feet to the south with a new non-potable water system well which includes discharge line serving the existing fire storage tank that is to remain. The new well was drilled in May 2020, and Shannon and Wilson have prepared a hydrogeological report for the new well. In accordance with FAR 36.204, the magnitude of construction for this project is between $1,000,000 and $5,000,000. The Government anticipates receipt of funding; however, no Task Order will be awarded unless and until funds become available for this requirement. As noted in the Base Contract, Section 00 73 00, a bid bond is not required with submission of your proposal in response to this RFP. However, Performance and Payment bonds will be required after Task Order award Liquidated damages will be assessed on this Task Order at a rate of $835.00 per calendar day of delay until the work is completed or accepted; in accordance with the Base Contract, FAR Clause 52.211-12. The Contractor is required to commence work under this Task Order within five (5) business days after the date of issuance of the Notice to Proceed (NTP) for the Base Item(s), prosecute the work diligently, and complete all work on all Base Item(s) no later than 270 calendar days after the date of issuance of the Notice to Proceed for the Base Item(s). The time stated for completion includes final cleanup of the premises and submission of all required close-out documentation. Davis Bacon Act: YES
