Notice is hereby given to bidders that construction of this project is being funded, in part, by a federal grant provided to Lancaster County from the U.S. Dept of Housing and Urban Development and is subject to the Davis Bacon Act of March 3, 1931, as amended. Wages must be paid by contractors according to the U.S. Departments Wage Decision included in the specifications. All bidders must also comply with the requirements of Section 3 of the Housing and Urban Development Act of 1968; the Executive Order of 11246 or any other order which prohibits discrimination in employment. All bidders are advised that an executed Attachment B from the Section 3 Action Plan included in the specifications must be submitted or the bid will be rejected as non-responsive. Qualified Minority and Women Owned Businesses (MBE/WBE) are encouraged to respond to the Invitation to Bid. The Work will include, but will not necessarily be limited to, providing all labor, materials, equipment, and appurtenances for the following, as further described in the Contract Documents: General Construction: The Project will consist of the rehabilitation of exiting corrugated metal and reinforced concrete stormwater pipes utilizing the cured-in-place (CIPP) lining method or PVC Fold and Form Trenchless Technology and related traffic control. All questions shall be submitted in writing via electronically. Any and all questions received after 3:00 p.m. on February 14, 2023, regarding the project will not be acknowledged. Each proposal shall be accompanied by a bid bond in the required form, certified check, letter of credit, or other security acceptable to the OWNER in the amount of 10 percent of the total base bid. The CONTRACTOR shall ensure that all employees and applicants for employment are not discriminated against because of their race, creed, color, age, religion, sex, or national origin. This contract is subject to the Federal Occupational Safety & Health Act of 1970 (OSHA) conditions. This contract is subject to PA Act 127 (Public Works Employment Verification). Contractor must submit verification forms acknowledging compliance with the Federal law concerning the use of the E-Verify Program. Providing verification is a pre-condition of the award of the contract. In addition, prior to commencing work on the project, the Contractor shall submit all subcontractor verification forms. This contract is subject to Pennsylvania Human Relations Act 222 conditions. This contract is subject to the non-discrimination in Employment/Contract Compliance Regulations Conditions. East Cocalico Township reserves the right to accept or reject any or all bids or portions thereof. Rehabilitation of 15" storm sewer lines utilizing internal pipe lining technology. c. Rehabilitation of 18" storm sewer lines utilizing internal pipe lining technology. d. Rehabilitation of 24" storm sewer lines utilizing internal pipe lining technology. e. Rehabilitation of 27" storm sewer lines utilizing internal pipe lining technology. f. Internal cutting / grinding of existing protruding tap connections. g. Reinstatement of existing tap connections. . The Contractor is responsible for maintaining traffic on roads and providing traffic control devices for protection of vehicular traffic. Traffic control and maintenance shall be in accordance with PennDOT Publication 213, latest edition. 3. The Contractor shall provide all equipment necessary to perform Work under the Contract, including safety equipment and equipment related to confined space entry. The Contractor shall perform all Work in accordance with applicable OSHA standards. 4. The Contractor is responsible for maintaining storm sewer flows within the storm sewer system at all times. At no time will storm sewer be discharged to the surface or surface waters; by-pass pumping equipment shall be provided, and by-pass pumping shall be performed, if required, during performance of the Work under the Contract. *Information regarding subcontractor bidding has not been disclosed to the content management team at this time.
