The building being worked on is a classified heritage asset under the Cultural Heritage Act. It must be the subject of work aimed at consolidating the roof and the structure in order to preserve the heritage value. On March 18, 2022, the Ministry of Culture and Communications obtained an order from the Superior Court of Quebec authorizing it to carry out the work. Without limitation, the description of the work is as follows: - Reinforce the necessary parts of the roof structure, as identified on the structural plan - Following the repair work, ensure the waterproofing of the roof using a compatible roofing membrane The tender must be accompanied by a tender guarantee issued in favor of the Government of Quebec (Minister of Finance) corresponding to 10% of the amount of the tender. This bid security must be valid for the entire validity period of the bid. Tender transmitted on paper When the tender is transmitted on paper, the tender security must be presented in one of the following forms: - in the form of a bond issued by a financial institution and meeting the requirements of the Bond form submission by the Minister; - in the form of a certified cheque, money order, draft or irrevocable letter of guarantee in accordance with the provisions of the form Irrevocable letter of guarantee from the Minister issued by a financial institution. When the bid security is presented in one of these forms, the original, or another format recognized and considered by the issuing financial institution to be the original and fully cashable by the Ministère, must be deposited with the bid. The Minister reserves the right to require the tenderer to submit, within the time limit set by the Minister, written confirmation from the issuing financial institution indicating that the format submitted with the tender has the value of an original and may be fully cashable by the Department. When the bid security is presented in a form other than a bid bond or an irrevocable letter of guarantee, it may serve as a performance bond and as security for the Contractor's obligations for wages, materials and services.
