The estimated magnitude of construction is betw een $100,000 and $250,000. This procurement is 100% Set-Aside for Small Businesses under NAICS Code 237310 - Highway, Street, and Bridge Construction. Size standard $39.5 Million. Please note that business size in SAM is determined by the NAICS code. If the vendor size is not listed correctly for a particular NAICS code in SAM the business w ill be considered other than a Small Business. The basis for aw ard is low est price. Offerors must comply w ith the requirements of 52.204-7, 52.204-8, and 52.232-33, and any other CCR/ORCA requirements in this solicitation through SAM. Please Note: SAM is completely free of charge for both registrants and users. In lieu of both performance and payments bonds, per 52.228-13 Alternate Payment Protections (2000) and FAR 28.102-1(b), only a Payment Bond, or Irrevocable Letter of Credit is required. A Performance Bond is not required. PROJECT INFORMATION. Asphalt removal, and concrete placement for US Army Corps of Engineers (USACE) McAlpine Locks and Dam Louisville KY, in various operations areas. C-1.2 PERFORMANCE WORK STATEMENT. The Contractor shall furnish all necessary management, personnel, materials, supplies, tools, equipment, fuel, and vehicles, except as otherwise provided herein, required to perform concrete installation at McAlpine Locks and Dam Projects operations areas, as specified and in strict accordance with all Terms, Conditions, General, Specific and Technical Provisions, Attachments, Exhibits, etc., contained herein or incorporated by reference. The Contractor's work and responsibility shall include all planning, programming, administration, management, supervision, communications, and inspection necessary to assure that all services are conducted in accordance with the contract requirements and all applicable Federal, State, and local laws and regulations. The Contractor is required to attend a pre-work meeting to be scheduled by the Project Manager or Technical Point of Contact (TPOC). The Contractor also acknowledges the Government's right to perform any or all the services described herein. It is emphasized that the work described in this contract is a critical part of the Corps mission. The work described will be performed in project operational areas. The Corps is committed to "Customer Care" and providing quality professional service. C-1.3 NOT USED C-1.4. NEGOTIATION. NOT APPLICABLE. . C-1.5 WORKING HOURS. a. Normal Working Hours. Normal working hours, except as otherwise specified herein, shall be Monday through Friday, 7:00 a.m. to 3:30 p.m. local time. Work inside Government buildings or other secured areas shall be performed during the above referenced work hours. Work that interferes with other ongoing functions at the project shall be scheduled around normal working hours, as specified by the TPOC. Refer to individual sections of this specification for specific schedules of work. No work shall be performed outside of these times, or on Saturday or Sunday or on federal Holidays, unless approved by the Park Manager. Initiation of work must be coordinated with the Park Manager. SPECIAL INSTRUCTIONS The contractor shall furnish all personnel, equipment, supplies and materials necessary to remove existing asphalt of the transitional ramp and the vehicular ramp, and then replace with concrete for US Army Corps of Engineers (USACE), McAlpine Locks and Dam, Louisville, KY. Prices should include fuel, labor, materials, and all equipment to complete the job. All materials removed from the government property shall be disposed of in accordance with state, local and federal laws. The Contractor's work and responsibility shall include all planning, programming, administration, management, supervision, communications, and inspections necessary to assure that all work is completed in accordance with the contract requirements and all industry practices and standards. All work shall be performed in strict compliance with the attached specifications and all other terms and conditions incorporated herein. The Contractor is highly recommended to attend a site visit. Please note that the site visit is not an opportunity for questions or clarifications regarding this solicitation. One fixed-price award will be made from this Solicitation. Method of Payment under this contract will be Electronic Funds Transfer (EFT) to a commercial bank account specified by the Contractor. Payment Bond or Irrevocable Letter of Credit is required for this procurement action. Note: The contract award will be based on Lowest Price. The solicitation will be available on the web only. Faxed, telephoned, or mailed requests for this solicitation will not be honored. Quotes will not be accepted for quantities less than the quantities specified in the price breakout schedule. Failure to submit a unit price for all items listed will be considered as a material deviation from the requirements of the RFQ and the quote will be rejected.
