ANY INFORMATION RECEIVED AT THE SITE VISIT WHICH CONFLICTS WITH THIS SOLICITATION SHOULD BE BROUGHT TO THE ATTENTION OF MS. STOWERS. THE SOLICITATION AND RESULTING CONTRACT SHALL BE THE GOVERNING DOCUMENT IN ALL CASES. QUOTES CAN ONLY BE E-MAILED TO BRITTANI STOWERS AT brittani.l.stowers@usace.army.mil by the date referenced on page one of the SF18. Per FAR 36.204 the estimated price range for this project is between $25,000 and $100,000. NOTE: Award will be made to the lowest price offeror who meets the technical requirements of the solicitation and is deemed responsible by the contracting officer. The intent is to award without discussions. NOTE: this procurement is 100% Total Set-Aside for Small Business. For more information see FAR Clause 52.219-6. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) The Contractor shall be required to (a) commence work under this contract within 30 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 60 calendar days from commencement. The time stated for completion shall include final cleanup of the premises. GENERAL This contract is for all labor, supplies, materials, and disposal of excess roofing materials associated with replacing the Magnolia Levee Pump Station roof down to existing concrete roof panels to include step flashing, counter flashing, base flashing, gutters and down spouts. The work site is located at 275 S Main St Magnolia Ohio 44643 DESIGNATED AREA The area of work is the Pump Station roof and surrounding area. Dimensions of the roof are 30'x36' roughly. It is highly recommended the contractor make a site visit to determine correct dimensions due to as-built drawings being limited. WORK AREA ACCESS The Pump Station is accessible from SR 542 and also SR 183 during dry conditions. ROOF REPLACEMENT All work shall be completed by competent qualified roofers, in strict accordance with the plans and specifications in a thorough and professional manner. Contractor shall ensure all equipment used meets or exceeds requirements for lifting personnel and equipment IAW U.S. Army Corps of Engineers Safety Manual EM 385-1-1, OSHA standards and Ohio b u i l d i n g codes. All entrances shall be p ro tected fr o m o ver he ad fa ll ha zard s in such a way to permit safe foot traffic into the building at all times. Contractor shall carefully remove all existing roofing materials down to exposi ng the roof decking (concrete panels). The removed materials shall be loaded directly into a disposal container and shall be removed from Government property. At the end of each day, the Contractor shall protect all uncovered or uncompleted areas with plastic and/or tarps as necessary. Contractor shall cover the entire roof designated area with the same thickness as previous with treated for exterior exposure plywood. The Contractor shall cover the entire designated area with one (1) layer of LUDOWICI pro 70 underlayment ice and water membrane or equivalent per manufacturers specifications. No more roofing shall be removed than can be adequately replaced or covered at the end of each working day. New LUDOWICI 6"x12" 5/8" thick Flat Slab (or equal), Standard Matte color, interlocking tile and Ludowici V-Ridge trim (or equal) standard matte color shall be installed in strict accordance with the manufacturer's specifications by experienced/Crown Roofer Program workmen. Shop drawings showing all details and color options shall be submitted to the Government Representative prior to installation. LUDOWICI Ludoslate or equal. To be considered equal it must be: A clay tile conforming to ASTM C-1167 specifications A minimum Grade 1 tile with water absorption less than 2% A minimum 75-year warranty against color fading and manufacturing defects) Slate Red in color Interlocking tile and ridge cap shall be installed in strict accordance with the manufacturer's specifications by experienced workmen. This product is specified because it must be in compliance with the Historic Preservation Office as this was the original material on the roof at construction of structure. Shop drawings showing all details and color options shall be submitted to the Government Representative prior to installation. All areas of the roof requiring sealant for a proper installation shall be filled with a one-part urethane sealant which meets or exceeds the requirements of the following specifications: ASTM C920 Type S, Grade NS, Class 50, Use NT, T, M, A, O, I U.S. Federal Specification TT-S-00230C, Class A, Type II CAN/CGSB-19,13-M87 International Code Council (ICC) Section R703.8 Flashing AAMA 714-15 Specification for Liquid-Applied Flashing NFPA 285 Listed Component Contractor shall install two (2) new copper gutters w/downspouts on the front and rear of structure, 16oz minimum thickness K style 5" gutter with 3" minimum downspouts. The gutter and downspouts shale be installed per manufacturers specifications with the proper anchors, strap hangers, drop outlets. Gutter, end caps and downspout drops shall be soldered, and a leak test performed to show a watertight seal. Precise locations for the downspouts and will be discussed with the Governments representative before installation. See Exhibit A for pictures of the roof that was replaced at Senecaville Dam which is the same type of roof and structure as Bolivar Dam. These pictures are provided as reference only. Care shall be taken so that no roofing material (i.e. nails, felt, shingles, paper, plastic etc.) fall into the ponding area. Work area shall be clean of excess material at the end of each day. Contractor shall wear Personal Protective Equipment appropriate for the job and per the 385 1-1 COE safety and health manual. Work shall be performed Monday - Friday 7:30 am thru 4:00 pm Eastern Time, excluding government holidays. 2. Care shall be taken to control public access utilizing barricades and signage during the work and in the evenings, until work is completed 3. A porta jon shall be provide for workers and water and electric for the job by the contractor *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
