A. The Work of Project is defined by the Contract Documents and includes, but is not limited to, the following 1. Removal of existing gravel surfaced built-up roofing membrane, roofing insulation and associated flashings down to the surface of the existing steel roof decks. 2. Removal of all screen walls and supporting posts, and patching of roof decks. 3. Removal of all skylights and patching of roof decks. 4. Removal of all abandoned curbs and support dunnage, and patching of roof decks. 5. Replacement of all roof drains. 6. Patching and repairs to existing through-wall flashing to remain. 7. Installation of new through-wall flashing at locations indicated. 8. Installation of two layers of polyisocyanurate roofing insulation, insulation crickets, cover board, fully adhered 80 mil PVC roofing membrane and associated flashings. 9. Cleaning, priming and painting of existing sheet metal roofing. 10. Other Work indicated in the Contract Documents. B. Type of Contract: 1. Project will be constructed under a single prime contract Mary H. Matula Elementary School Roof Replacement A certified check or bank draft, payable to the Board of Education of Charles County, or a satisfactory bid bond, executed by the bidder and a surety company, in an amount equal to five percent (5%) of the base bid, shall be submitted with each bid in accordance with the Instructions to Bidders. A letter shall accompany each bid from the bonding company guaranteeing to issue Payment and Performance Bonds. The bidder or offeror shall submit with its bid or proposal a completed Certified MBE Utilization and Fair Solicitation Affidavit and MBE Participation Schedule that identifies the bidder or offeror's specific commitment of certified minority business and certifies it made a good faith effort to achieve the goal established in the solicitation. The MBE Participation Schedule shall include the name of each certified MBE that will participate in the project including its respective MBE classification and shall include the items of work When the contract MBE goal of 12 percent, the sub-goals of 0% and 0% cannot be met, the bidder or offeror shall submit with its bid the Certified MBE Utilization and Fair Solicitation Affidavit, and the MBE Participation Schedule (indicating partial or no participation). The low responsive, responsible bidder shall submit additional minority business enterprise material and supporting data, which is specified in the bid documents within ten (10) working days after notification that the firm is the low responsive, responsible bidder. The failure of a bidder to complete and submit all the required forms shall result in a determination that the bid is not responsive. No bidder may withdraw his bid within sixty (60) days after the actual date of opening thereof. The Charles County Public Schools, Maryland, reserves the right to reject any or all bids, or to waive any informality in bidding.
