Jefferson St. Mason, MI 48854 2. Hilliard Building 121 E. Maple St. Mason, MI 48854 3. Ingham County Annex 407 N. Cedar St. Mason, MI 48854 4. Ingham County Road Department Block Building 301 Bush St. Mason, MI 48854 5. Grady Porter Building/Veterans Memorial Courthouse 303/313 W. Kalamazoo St. Lansing, MI 48933 Ingham County seeks proposals from qualified and experienced general contractors to enter into a contract for the purpose of making improvements to the following buildings: Ingham County Courthouse - Clock tower, tunnel between the Courthouse and Hilliard Building, entry doors, and mechanical improvements to the fan coil units. Hilliard Building - New humidification and dehumidification system and replacing the current fire sprinkler suppression system with a dry chemical fire suppression system in the file storage room and Elections Room located within the Hilliard Building. Annex Building - Demolishing and environmentally disposing of the Annex Building. Road Department's Block Building - Demolishing and environmentally disposing of the Road Department's Block Building. Veteran's Memorial Courthouse/Grady Porter Building - Fire panel upgrade with all associated devices. Send an e-mail to jbuckmaster@ingham.org to register for the meeting. Only those vendors attending the meeting will be allowed to submit a proposal. Any explanation desired by a Proposer regarding the meaning or interpretation of this RFP and attachments must be requested to the Ingham County Purchasing Department, at questions@ingham.org. - The deadline for submitting final questions is no later than 3:00 P.M. on September 12, 2022. If an addendum is required, it will be issued after this date. - In the subject line of the email, reference "Packet #71-22: Ingham County Building Improvements". - Submit only questions that are pertinent to the content of the RFP and, if possible, reference the page number and section. Questions must be sent in an email or a Word document. Do not send questions in any other format, for example: PDF. - Questions are gathered until the deadline and answered in an addendum. Addendums are issued after all questions are received and answered. Each proposal must be accompanied by a bid guarantee in an amount equal to five percent (5%) of the total bid amount. Guarantee shall be in the form of a bid bond executed by an approved surety company, made payable to the County of Ingham. Bid guarantee shall run for a period of not less than ninety (90) days. If the successful proposer fails to furnish satisfactory performance and payment bonds and insurance certificates within ten (10) business days after receipt of Notice of Award, such guarantee shall be forfeited to the Owner as liquidated damages. Any proposal that is in excess of $50,000.00, if awarded, will be required to provide 100 percent (100%) of the contract amount coverage in Performance Bond and Payment Bond as required by Public Act 1963, No. 213. The bond must be with surety companies satisfactory to Ingham County and who are listed in the Federal Register as published by the U.S. Department of Treasury under the most recently revised Circular 570. In addition, each surety company shall be admitted and licensed to do business in the State of Michigan by the Michigan Department of Labor and Economic Growth Office of Finance and Insurance and have a minimum A.M. Best Company's Insurance Report Rating of A or A- (Excellent). It is the policy of Ingham County to require the payment of prevailing wages on any construction contract exceeding $10,000 as determined by using the wage guidelines promulgated by the U.S. Secretary of Labor pursuant to the Davis-Bacon Act. The method of contractor selection has not been determined at this time. The deadline for submitting final questions is no later than 3:00 P.M. on September 26, 2022.
