The work for Contract 2022-01 consists of reconstruction and paving of De-Street from the intersection of Fourth Street to Stackpole Street. Other improvements include: sidewalk, stormwater improvements, and concrete curbing. A certified check or bank draft, payable to the order of the City of St. Marys negotiable U.S. Government Bonds (at par value), or a satisfactory bid bond executed by the bidder and an acceptable surety, in an amount equal to 10% of the total of the bid shall be submitted with each bid. A performance, maintenance, and payment bond in the amount of 100% of the contract as awarded will be required as security for faithful performance of the contract. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project; the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap; that a mandatory ratio of apprentices and trainees journeymen is required in each craft and the contractor (and any subcontractors) is obliged to make a "diligent effort" to achieve these ratios; and that to the greatest extent feasible, opportunities for training and embe given lower income persons of the project area and must to the greatest extent feasible utilize project area businesses located in or owned in substantial part by project area residents. Bids shall be submitted on forms prescribed and bids may be held by the City for a period not to exceed 30 days from the date of bid opening for the of reviewing the bids and investigating the qualifications of bidders, to awarding the contract. No bidder may withdraw his bid after the hour set for opening thereof, or before award of contract unless said award is delayed for a period of more than 60 days. lowest responsible bidder need not in all circumstances be the bidder submitting the lowest dollar amount bid. The City is authorized to consider, in addition to the amount bid, such other relevant factors as quality of goods services supplied, ease of repair, compatibility with other City equipment, and responsiveness of the supplier. The Owner reserves the right to reject any or all bids or to waive any inform-alities or technicalities in the bidding.
