The City of San Mateo (City) is soliciting written proposals from qualified firms to provide engineering design services for the City's Citywide Small Trash Capture Project (hereinafter referred to as "Project"). Proposals shall be submitted by firms that are capable and demonstrable background in the type of work described in Section III of this notice. In addition, all interested firms shall have enough, readily available resources in the form of trained personnel, support services, specialized consultants, and financial resources to carry out the work without delay or shortcomings. The State Water Resources Control Board (SWRCB) issued the countywide municipal stormwater permits as one Municipal Regional Stormwater National Pollutant Discharge Elimination System Permit (MRP) to regulate stormwater discharges from various municipalities and local agencies in the San Francisco Bay area, including San Mateo County. The MRP requires that the City achieve a 90% trash load reduction by June 30, 2023 and a 100% reduction by June 30, 2025. The Project aims to help the City achieve the scheduled load reduction targets. The Public Works Department is seeking engineering design services to develop the construction documents for the installation of small trash capture devices for various locations throughout the City. The goal of the project is to design small trash capture devices for catch basin inlets identified in section 2.2 of EOA's Stormwater Trash Control Measures Cost-Benefit Evaluation Technical Memorandum, listed in the attachments as Appendix 2. The design shall include, but is not limited to, verification of existing project documentation, identifying and confirming catch basin system connectivity, locating and measuring catch basins dimensions, specifying proper trash capture devices, and developing figures/tables/maps/plans and technical specifications for the construction bid package.
