A Singular Opportunity Toronto Community Housing Corporation (TCHC) is seeking innovative consultant teams to work collaboratively to preserve and renew our portfolio assets, raise the quality of design and contract administration services, and act as partners to greatly enhance the comfort and improve the quality of life for our tenants. The Case for Quality-Based Selection TCHC recognizes that an investment in high quality design and contract administration services at the onset of a project will yield exponential savings during the later phases of construction. To this end, TCHC is pleased to be moving forward with a quality-based selection process for the public procurement of architectural consulting services. By utilizing tools such as an established schedule for fees (fixed % x estimated construction cost), Proponents will be selected based on merit and ability with subsequent project work being assigned on a rotational basis to firms on the Roster. For TCHC, this will mean improved service, streamlined procurement processes and significant savings of time and money through operational efficiencies. By selecting consultant teams who prove best suited for projects, TCHC will continue its mandate to strive for high quality work and service excellence. Overview of Services As members of TCHC's Architectural Consulting Services Roster, Vendors will be providing complete Architectural design services and contract administration services as required to implement a wide variety of capital repair projects across the TCHC portfolio. Prospective projects will range widely from common area interior renovations to larger scale retrofits including tower envelope and window systems. The scope of services will be for all aspects of design and contract administration and is based on the Architect's Scope of Basic Services described in the Ontario Association of Architects Standard Form of Contract for Architect's Services OAA 601. As a member of the Architectural Consulting Services, a consultant will be expected to manage numerous concurrent projects with varying priorities, staggered milestones, tight deadlines and limited budgets. Successful Proponents, therefore, must have the capacity to manage a large complement of concurrent TCHC projects while still maintaining a high level of service and quality control. It is important for Proponents to note that the majority of design and contract administration services at TCHC takes place in fully occupied residential buildings. This being the case, the effective engagement of project stakeholders is pivotal to the success of any TCHC project. This includes understanding the needs of tenants, TCHC staff and other community stakeholders affected by building renovation projects. Therefore, in addition to design and contract administration services, successful Proponents will be relied upon to conduct effective stakeholder and tenant consultation. Successful projects must also be conceived in a manner that minimizes disruption to tenants and building operations.
