As of April 8, 2024, an architect has been selected and design is complete. Permitting is in progress. The owner anticipates bidding for a contractor around June 2024, with award in July 2024, and construction starting in August 2024. A detailed scope has not yet been released. While the old Hilo Memorial Hospital occupies a portion of the parcel, renovation of the existing facility is a separate project and is not part of the 34 Rainbow Drive master plan. Built in 1892, the historic old Hilo Memorial Hospital is under management by the county by way of a Governor's Executive order. The building is leased to HOPE services for a homeless assessment center, emergency shelter and permanent supportive housing and under a separate lease to the big island substance Abuse council to consolidate their operation in addition new behavioral and mental health stabilization beds. A recent physical assessment of the building shell identified needed renovation together with required infrastructure upgrades to allow non-profit users to seek funding of interior improvements to preserve and continue their safe use of the building. This includes any and all related costs to complete the project. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
