PROPOSED CONTRACT SCOPE SUMMARY. Professional services may be required for the range of the port engineering, environmental, and building disciplines described above, supporting the NCSPA's ongoing business operations by providing designs, studies, reports, evaluations, analyses, permit applications or construction documents for maintenance and repair projects on facilities and major equipment, new project development, and planning. The two main facilities (seaport terminals) are located in Wilmington and Morehead City, North Carolina. In addition, the NCSPA operates facilities in the Charlotte area. Version: 2022.08.15MB Except as provided below any firm wishing to be considered must be properly registered with the Office of the Secretary of State and with the North Carolina Board of Examiners for Engineers and Surveyors. The Engineers performing the work and in responsible charge of the work must be registered Professional Engineers in the State of North Carolina and must have a good ethical and professional standing. It will be the responsibility of the selected private firm to verify the registration of any corporate subsidiary or subcontractor prior to submitting a Letter of Interest. Firms which are not providing engineering services need not be registered with the North Carolina Board of Examiners for Engineers and Surveyors. Some of the services being solicited may not require a license. It is the responsibility of each firm to adhere to all laws of the State of North Carolina. The firm must have the financial ability to undertake the work and assume the liability. The selected firm(s) will be required to furnish proof of Professional Liability insurance coverage in the minimum amount of $1,000,000.00. The firm(s) must have an adequate accounting system to identify costs chargeable to the project. SCOPE OF WORK The North Carolina State Ports Authority (NCSPA) is soliciting proposals for the services of a firm/team for the following contract scope of work: Work may include, but not be limited to: PORT ENGINEERING DISCIPLINES Structural investigations or analysis of wharf structures, and mooring and breasting structures. May include inspections and assessments with engineer-divers. Design of repairs and modifications to existing wharf structures, or design of new wharf structures, including fendering and mooring systems, and on-dock rail. Design of security and surveillance infrastructure projects related to federal port security grants. Port electrical infrastructure design, including high-mast lighting systems. Investigation and condition assessment of ship-to-shore-cranes. May also include design of repairs and repair oversight. Production of specifications and assistance in procurement of new ship-to-shore cranes, or modifications to existing cranes. Condition assessments, reports, and designs for rehabilitation and new construction of port pavements for container and breakbulk operations. Conceptual drawings, designs, and analyses associated with a variety of potential business opportunities that may be considering use of NCSPA facilities. May also include permitting or environmental documents related to such opportunities. Yard planning, capacity analysis, gate operations analysis for container operations. May also include production of construction documents for modifications or expansions to the container operating area. Long range planning, to include all NCSPA facilities and potentially also connectivity Version: 2022.08.15MB 4 to cargo destinations or transportation hubs by road, rail, and waterborne transit outside of NCSPA properties. May also include studies associated with the federal navigation channels in Wilmington and Morehead City. Analysis of dredging operations at NCSPA berths, including study of effects of deepening on stability of underwater slopes, and on the berth structures. Technical assistance and support to NCSPA and the State of NC, as the non-federal sponsor, of the federal (US Army Corps of Engineers) project, Wilmington Harbor Navigation Improvements Project (WHNIP). ENVIRONMENTAL DISCIPLINES Description and Mapping of plant and animal communities throughout NCSPA properties. Development of documents for NEPA, SEPA, and NCEPA analysis and regulatory compliance. All services associates with the design of an approved erosion and sediment control plan that meets current standards outlined in the most recent version of the NCDEQ - Erosion and Sediment Control Planning and Design Manual for erosion control techniques Perform data translation from one spatial format (this includes hard and soft copy sources) to another. Verify the quality of a spatial product during and/or after its production. This includes the following key elements: Completeness; Validity; Logical Consistency; Physical Consistency; Referential Integrity; Positional Accuracy. Plan, manage and execute the spatial acquisition of natural and social features as required for accurate data collection. Perform data translation from one spatial format (this includes hard and soft copy sources) to another. Analysis of existing NCSPA water distribution systems and sanitary sewer collection systems for conflicts with NCSPA project construction. Design and development of Utility Construction Plans for resolving these conflicts. Investigation of both water and sanitary sewer systems for deficiencies. Collection and interpreting information about the environment and the surface of the earth from a distance, primarily by sensing radiation that is naturally emitted or reflected by the earth's surface or from the atmosphere, or by sensing signals transmitted from a device and reflected back to it. Examples include aerial photography, radar and satellite imaging. Benthic Macro invertebrate, vertebrate, and other applicable specie collection and documentation for any waterbody or stream on NCSPA property. Feasibility, preliminary plan, and final site plan development for a stream mitigation project. Conduct surveys and formulate a Biological Conclusion for Federally Protected plant and animal species on NCSPA Properties.
