The City is issuing this Request for Proposal (RFP) soliciting vendor proposals for an assessment of existing pavement conditions to update the City's Pavement Condition Index (PCI) ratings. The methods for collection and data delivery shall comply with the minimum specifications as outlined in this RFP. The City intends to seek the best solution, based on the evaluation criteria contained in this RFP, for its PCI assessment needs. The successful vendor will be able to provide an automated data collection process that will deliver data that can be integrated into the City's existing PCI tracking system and which will satisfy the specifications contained in this RFP. The City reserves the right to reject any or all proposals or portions of a proposal. The City also reserves the right to waive minor technicalities in the proposal. The City reserves the right of evaluation and the right to determine the methodology for evaluation of the proposals to determine which proposal is best. In addition, to accept the proposal (or proposals) deemed to be in the best interest of the City, the most qualified proposal, will not necessarily be the proposal with the lowest cost. Further, the City reserves the right to accept a proposal (or proposals) for any or all items separately or together. 1. Proposal Submittal Form - The proposal is to be a maximum of 16 pages and contain the following information/sections:
- Executive Summary/Cover Letter: The single page should include a brief introduction to the Company and an overview of the Proposal.
- Company Background: This section should provide information about the Company including key personnel, years of experience and inspector certifications in pavement condition assessment, number of clients and related products offered.
- Client References: Proposer should supply at least three (3) locations/Agencies that have utilized their services as requested by this RFP. Please provide entity name, address, contact name, phone number.
- Pavement Condition Index Methodology: Provide a summary of the methods, including graphics and pictures, which will be used to collect and process the PCI and associated features. Describe the methodology for Quality Control of all collected data and features.
- Price: The pricing provided in this proposal will include all product pricing, fees, taxes and other expenses associated with providing the product and services requested in this RFP. The proposer should provide pricing with sufficient breakdown for rater evaluation. The method of Contractor Selection has not been Determined at this time
