Renovation of a detention facility in Louisville, Ohio. Completed plans call for the renovation of a detention facility.

A bid will be accepted by the Stark Regional Community Correction Center only if it complies with all of the following conditions: Each bid proposal and one (1) exact duplicate of the bid must be submitted in sealed envelope and marked Bid Proposal for Stark Regional Community Correction Center Roof Repair and/or Replacement. If sent by overnight courier mail, the bid must be enclosed in a separate mailing envelope with a notation Sealed Bid Enclosed on the face thereof. The bid must be accompanied by a bond issued by a surety company authorized to do business in the State of Ohio, or certified check, cashier s check, or money order drawn upon a solvent bank or savings and loan association payable to the Stark Regional Community Correction Center ( Bid Guaranty ), in the sum of Five Thousand Dollars ($5,000.00) or ten percent (10%) of the total bid, whichever is less, and conditioned that if the bid is accepted a contract must be executed in conformity with the specifications and the bid. All bid guaranties shall be conditioned that if the bid is accepted within sixty (60) days of the bid opening, a proper contract shall be executed and that upon failure or refusal to enter into said contract within ten (10) days after receipt of notification of award, the bidder and the surety on any bond shall be liable to the County in an amount not to exceed ten percent (10%) of the bid. Bidders shall comply with the Affirmative Action-Equal Employment Opportunity requirements set forth in the specifications. A Bidder/Contractor will be deemed committed to the goal of such bid conditions by submitting a properly signed bid. Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, handicap or national origin. Terms of payment shall be as provided in Chapter 153 of the Ohio Revised Code. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor s Executive Order 84-9 shall be required. The Facility Governing Board of the Stark Regional Community Correction Center intends to award the contract to the lowest and best bid. The Facility Governing Board of the Stark Regional Community Correction Center has the right to award the contract not necessarily to the bid with the lowest price, but to the bid that demonstrates the best ability to fulfill the requirements and whose proposal is determined to be professionally and technically complete. Among other things, the Stark Regional Community Correction Center Facility Governing Board will consider: (a) the skill, expertise and experience of the bidder, as evidenced by information furnished to the Facility Governing Board, including statements of the bid, statements by owners who have contracted with bidder in the past and past performance on public contracts; (b) the financial condition of the bidder; and (c) the bidder s management skills. The stark regional community correction center facility governing board reserves the right to reject any and all the bids at any time, either before or after the opening of the bids, or to award the contract in whole or in part. The stark regional community correction center facility governing board reserves the right to waive any informalities, irregularities, or non-material omissions and errors, and to accept any bid or combination of bids deemed in the best interest of the facility governing board of the stark regional community correction center. The specific contract terms must be negotiated based upon the specifications and the bid. If the successful bidder fails to execute a contract, the amount of the Bid Guaranty must be forfeited to the Facility Governing Board of the Stark Regional Community Correction Center. The Bid Guaranty of unsuccessful bids will be returned upon execution of the contract. Any exceptions to the specifications are to be made in writing to the Attention of Director Maria Augoustinos, and must be received at least four (4) working days prior to the bid opening date.
