General specifications for this project include the "City of Franklin Design Standards and Construction Specifications" dated July 2017 with all subsequent additions or revisions, "Standard Specifications for Highway and Structure Construction", State of Wisconsin latest edition and subse- quent supplemental specifications, and "Standard Specifications for Sewer and Water Construction in Wisconsin", sixth edition, with latest addenda. A certified check or bid bond, payable without condition to the City of Franklin in an amount not less than of the bid, shall be submitted with each bid as a guarantee that if the bid is accepted, a proper contract and bond as surety will be executed and filed within ten (10) days after the acceptance of the bid. If such bidder fails to execute and file such contract and bond, the amount of the check or bid bond shall be forfeited as liquidated damages.
