The summary of "Bidding Schedule Items" are more fully described in the following divisions in this specification and in the Construction Standards listed in Division 1, Section A above. The work is located near Tucson Substation as shown on Drawing TUC 0015. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK. (APR 1984) The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire Page 9 work ready for use not later than 5/25/2023. The time stated for completion shall include final cleanup of the premises. (End of clause) * The Contracting Officer shall specify either a number of days after the date the contractor receives the notice to proceed, or a calendar date. This is a competitive 100% Small Business Set-aside Invitation for Bid (IFB). The project magnitude is estimated between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) code is 237130. All work shall be in strict compliance with the specification and drawings. Site Visit: To be held on September 8, 2022. See Provision DOE-L-2019 for meeting location and date/time. Although not mandatory, a site visit by interested parties is encouraged. If you attend the site visit, all attendees are required to wear hard hats and steel toed boots. WAPA will not issue safety gear. The bidders may perform investigation of the complete project on their own. QUESTIONS CONCERNING THE SOLICITATION (WAPA, MAR 2002) a. Any questions concerning this solicitation MUST be submitted in writing and received in the contracting office NO LATER THAN 15 Sept 2022. Questions received after this date may or may not be addressed, at the discretion of the Contracting Officer. Questions may be sent via facsimile at N/A or to the following email address bachelier@wapa.gov. b. Each question should clearly specify the RFP area to which it refers. All questions answered will be provided to all prospective offerors through a solicitation amendment posted on the Internet at the web page address (URL) of: www.sam.gov. The identity of the prospective offerors asking questions will be withheld. ADMINISTRATIVE TIME FOR COMPLETION OF DRAWINGS (WAPA, JAN 2008) a. The contractor is authorized up to 60 calendar days after the contract completion date to complete and submit final drawings, operation and maintenance manuals, and any other data required by the contract. b. This period noted above is strictly for administrative purposes and is not an extension of the actual performance period of the contract. Liquidated damages are not applicable to this period. DOE-G-2001 CONTRACTING OFFICER AUTHORITY (OCT 2014) The Contracting Officer is responsible for administration of the contract. The Contracting Officer may appoint a Contracting Officer's Representative (COR), in accordance with the clause entitled Contracting Officer's Representative, to perform specifically delegated functions. The Contracting Officer is the only individual who has the authority on behalf of the Government, among other things, to take the following actions under the To Be Determined Contract: (a) Assign additional work within the general scope of the Contract. (b) Issue a change in accordance with the clause entitled Changes. (c) Change the cost or price of the contract. (d) Change any of the terms, conditions, specifications, or services required by the contract. (e) Accept non-conforming work *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
