The contractor shall provide all labor, equipment, materials, and transportation to design, furnish, install and maintain Electric Vehicle Charging Stations (EVCS) at the designated area on the indicated government facility. The United States Army Corps of Engineers (USACE), Huntsville Center is soliciting proposals to assist USACE in deploying accessible EVCS at designated locations identified in this contract. The contractor shall select the charging technology that is best suited for this site. These EVCS shall be accessible and safe to use by government employees. Bidders submitting their turn-key proposals will need to describe in sufficient detail the basic requirements of the government only accessible EV charging stations/equipment for their proposal to be considered for evaluation. These basic requirements include but are not limited to: a) All designs shall be accepted by USACE engineers. b) Contractor shall obtain all required permits to accomplish all EVCS work. c) Contractor shall select the acceptable charging station mounting in flood plains and other environmentally sensitive areas. The intent is to provide charging equipment which is protectable in the event of flooding or other environmental events. d) EVCS construction shall take place with little or no interruption to normal worksite activities. e) The EVCS shall be setup in such a way to optimize performance with minimal impact to the facilitys power bill. The contractor shall consider elements such as the use rate, time of usage, and other factors to minimize the impact of electrical vehicle chargers on the facilities power bill. f) Ease of use in terms of user interface and access which may include radio frequency activated devices or manual entry system for authorization and authentication of users. Interface may include remote verification of the EV charging station availability, reservation, notification of charging status and remote audio assistance. g) Compliance of the EV charging equipment with industry and electrical safety standards such as NEMA, SAE, NEC & OSHA and other applicable local codes and building regulations. h) Contractor shall deliver services, furnish and install charging stations, provisioning of electric & communication utility infrastructure to serve the proposed EVCS including extended warranty, service maintenance, post installation support & training. i) Site design elements for initial planning installation shall include charge level, proximity to power, mounting approach, number of cord sets, parking space dimensions, environmental conditions, technology, and hazards. j) EVSE shall include site design elements for accessibility, including wireless connections to communications networks and buildings shall include network cloud and local connectivity. $1-5 Million *The value for this project is based on a financial range.
