For the construction of the Well & Water System Improvements to Serve E. College Street DW-2019003 & DWDRA 20015 The Project consists of construction of a new well site, new chemical feed building, electrical improvements to two existing wells and SCADA improvements to control all components. A new well will be drilled, a pump and motor set, a draw-down test performed, a new chemical feed building will be constructed, and a new portable generator will be installed at the College Street Well site. Electrical improvements will also be made to a backup well site and tertiary well site set along with SCADA improvements to control the wells with the elevated tank. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with alternate bid items as indicated in the Bid Form. Bid security shall be furnished in accordance with the Instructions to Bidders. All permits required for the construction of this project are expected to be approved prior to the date of the bid opening. Acquisition of property for easements, right of way, etc. is not expected to be required for this project. This project is expected to be funded all or in part by the Georgia Environmental Finance Authoritys (GEFA) Drinking Water State Revolving Loan fund. The construction contract will be subject to GEFAs Supplemental General Conditions for Federally Assisted State Revolving Loan Fund Construction Contracts including Disadvantaged Business Enterprise requirements and Davis Bacon & Related Act requirements. Additionally, the contract will be subject to GEFAs American Iron and Steel Special Conditions and Information for Federally Assisted State Revolving Loan Fund Construction Contracts. Upon Issuing Offices receipt of payment, Bidding Documents will be sent email or other means of electronic file distribution. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidders date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
