The primary scope of work, BASE BID is to rehabilitate approximately 300 feet of sidewalk located on the west side of Elm Avenue (SR 198) between Polk and 7th Streets in Coalinga, CA. Completion of the project will eliminate the obstacles faced by pedestrians, as well as complement the fire department on-site improvements being performed by others. The work consists of, but is not limited to: construction surveying, traffic control, removal of street trees, demolition of existing concrete improvements, wedge grinding, construction of concrete curb and gutter, concrete sidewalk, concrete drive approach, and permeable pavement tree surround, installation of street lighting infrastructure for future street lights, installation of irrigation facilities, planting of street trees, and installation of bench, trash receptacle, and bike rack furnishings. Add Alternate work includes reconstruction of existing concrete improvements along the 100 block of W Madison Street, ADD ALT #1, as well as at the Coalinga Fastrip, 296 E Elm Avenue, ADD ALT #2. Engineers estimate for ADD ALT #1 and ADD ALT #2 is $16,340.00 and 40,315.00 respectively. All base bid work shall be completed within THIRTY (30) working days from the date of the Notice to Proceed (NTP). An additional TEN (10) working days will be allotted for the completion of both add alternates should they be awarded. Each bid shall be accompanied by cash, a cashier's or certified check payable to the City of Coalinga, or bid bond issued by a corporate surety, for an amount not less than ten percent (10%) of the aggregate of the bid, as a guarantee that the Bidder will enter into the proposed contract if the same is awarded to him. Such guarantee will be forfeited should the bidder to whom the contract is awarded fail to enter into the contract. A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and Materials Bond in the amount equal to one hundred percent (100%) of the contract amount will be required by the City from the bidder to whom the contract is awarded. Said bonds shall be issued by a surety company who is an admitted surety insurer authorized by the California Department of Insurance to transact business in this state, and acceptable to the City of Coalinga. Bidders are cautioned that representations made by surety companies will be verified with the California Department of Insurance. Pursuant to Public Contract Code Section 22300, substitution of securities for any monies withheld by the City of Coalinga to ensure performance under the contract shall be permitted. The successful Bidder must possess or obtain a valid California Class "A" Contractor's license prior to the scheduled award date of this contract. Award consideration will take place at the earliest available Council meeting or as the City Manager has been authorized to award and execute the contract. All representations made on the proposal are made under penalty of perjury. The City reserves the right, in its sole discretion, to reject any and all bids for any reason whatsoever, to waive minor irregularities in such bids, and to determine the lowest responsible bidder.
