The following scope of services for both material testing (section A) or geotechnical testing (section B) outlined below are requested by the City of Toronto Parks, Forestry & Recreation for various City properties / project sites where work is either being currently performed or being considered for future state of good repair (SGR) or new service improvements. The tests required are field / laboratory tests and sampling /testing of materials for the City's projects to determine various attributes and conditions and identify contamination, soil types /classification, as outlined and or requested. This may also be required for off-site potential sources being considered for importing to a project. Typical examples of projects range and are not limited to: parking lots, trails and pathways, bridge abutments, new park development and existing various park amenity redevelopment / improvements such as sports fields. For Section A - Material Testing Services 1.1.1 Scope of services to include but not limited to the following; Field coordination, site meetings and recording minutes of meetings. Undertaking clearance of public underground utility services (i.e. Bell, hydro, gas, cable, and sewer/ water) using Ontario One Call (public utility clearance) including any private underground services that may be located within public property. Advancement of boreholes to depths indicated below existing ground surface or practical refusal to sampling, whichever is sooner. Field compaction testing Collecting soil samples and logging of visual, olfactory and tactile soil characteristics during the drilling program 1.1.2 Record Description of site conditions, including provision of photographs. Classify soil and conduct penetration test and record blows per 300mm 'N values' at every bore hole. Location of ground water to be established at each bore hole. Show all information on borehole logs. 1.1.3 Laboratory testing natural moisture contents natural unit weights grain size distribution soil texture classification strength assessment by penetrometer testing chemical analysis (pH and SO4 only) 1.1.4 Chemical testing Representative soil samples will be submitted for as per Ministry of the Environment (M.O.E.) more stringent guidelines to allow park use and design as per findings. O. Reg. 153/04 Ontario Assessment and Clean Up General for Management of Excess soils as amended. O. Reg. 558 Inorganic leachate test. For Section B - Geotechnical Investigation Services All investigation specified must be carried out to the latest ASTM, CSA, OPSS specification and/or as per procedures outlined in the Ministry of Transportation Laboratory Testing Manual, latest edition. 1.1.11 The investigative fieldwork is to commence within three(3) weeks of receiving the investigation request from the City's Project Manager. Also, the vendor is to submit copies of the reports and results to the appropriate Project Manager at the City within three (3) weeks of the completion of the investigation fieldwork. 1.1.12 Investigation results shall be reported in SI units consistent with the applicable ASTM, CSA, OPSS, or MTO testing and reporting procedures, latest edition. Qualifications of Laboratory and Testing Personnel .1 All tests must be carried out under the direction of a qualified Professional Engineer who will also sign the test reports. .2 All asphalt tests must be performed by testing technicians who have valid CCIL certification cards. .3 All technicians performing field concrete testing shall be CSA and/or ACI certified. .4 Concrete testing laboratories must be certified by Canadian Standards Association with Category 2 level of certification. .5 The City reserves the right to randomly inspect the Successful Bidder's or his sub-contractor's test equipment and/or procedures both in the field and in the laboratory, for compliance to the applicable standards. The term of the Contract is to be for a period of one (1) year period, with an option in favour of the City to extend the agreement on the same terms and conditions for an additional term of up to additional one (1) separate (1) year option period. The method of contractor selection has not been determined at this time.
