Site work for a water / sewer project in Augusta, Maine. Completed plans call for site work for a water / sewer project.

The Project involves the installation of approximately 5,975 feet of new HDPE DIPS and ductile iron pipe water main and appurtenances beginning on the east side of the Kennebec River and extending easterly cross country to Kelton Road, then north on Hospital St to a point north of Piggery Rd. The project also involves the installation of ductile iron pipe water mains and appurtenances on the State of Maine AMHI campus, and 1,600 feet of 8" HDPE communications conduit. Note: All work within the Hospital Street public right-of-way must be performed at night between the hours of 7:00 pm and 5:30 am. The Contract Documents, consisting of Advertisement for Bids, Information for Bidders, Bid, Bid Bon d (5%), Agreement, Payment Bond, Performance Bond, Notice of Award, Notice to Proceed, Change Order, General Conditions, Supplementary Conditions, Drawings, Specifications, and Addenda, may be examined at the following location: 12 Williams Street, Augusta, Maine. Bidder shallsubmit all questions about the meaning or intent of the Bidding Documentsto Owner in writing. No bidder may withdraw their bid within 60 days, Saturdays, Sundays, and legal holidays excluded after the actual date of the opening thereof unless released by the OWNER. A performance and payment bond each in the amount of 100 percent of the contract price will be required in the form described in the Information for Bidders. This project is funded by the State of Maine, Department of Health and Human Services (DHHS) Drinking Water State Revolving Loan Fund (DWSRF), Northern Border Regional Commission (NBRC) and Kennebec County American Rescue Plan Act funds. Neither the State of Maine nor any of its departments, agencies, or employees, or other State/Federal agencies is or will be party to this contract. The word "agency" in the contract documents refers to the DHHS/NBRC/Kennebec County. The contractor must comply with the Disadvantaged Business Enterprises (DBE) SRF special requirements contained in the DWSRF Supplementary Conditions. Failure of the successful bidder to complete the pre-award requirements of this program may result in finding that the bidder is non-responsible and therefore not entitled to award of this contract. The successful bidder must furnish a complete list of sub-bidders, if requested by the Engineer. The successful bidder must furnish, within 15 days after the Notice of Award, four sets of signed Contract Documents, 100% Performance Bond, 100% Payment Bond and proof of insurance documentation acceptable to the Owner. The successful bidder must begin execution of this Contract within 10 days following the Notice to Proceed. The contractor must comply with all Federal Requirements and American Iron and Steel per the DWSRF Supplementary Conditions. The contractor must comply with Davis-Bacon (DB) and Davis-Bacon Related Acts (DBRA) as stated in the DWSRF Supplementary Conditions. All workers employed by the contractor and subcontractors on this project shall not be paid less than the prevailing wage rates contained in the wage determination published in the bidding documents. Any workers not listed in the wage determination shall be paid at least as much as the lowest wage rate for other similar trade classifications already contained in the wage determination published in the bidding documents. The contractor must comply with the Department of Labor Regulations relating to the Copeland "Anti-Kickback Act", and the contract work hours and safety standards Act. The contractor must comply with the Safe Drinking Water Act, Clean Air Act, Clean Water Act, Executive Order 11738, and the Environmental Protection Agency regulations (40 CFR Part 15). The District reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, and to accept any Bid that it may deem to be in the best interests of the District.
