Arlington County Water Pollution Control Bureau (WPCB), is soliciting bids from qualified Contractors to establish a term contract for the provision of all necessary labor, supervision, equipment, supplies and materials necessary to: Conduct yearly maintenance and inspections. Scheduled: at least 5 days after the County accepts an estimate and issues a work order for repair or replacement of parts where required and or maintenance. Unscheduled/emergency: 24 hours after the County accepts an estimate and issues a work order for repair or replacement of parts where required and or maintenance, to ensure good working order of the following WPCB equipment: Five (5) HH00236 Compressors (Serial numbers IH06-1760, IH06-1761, IH06-1762, IH06-1763, IH06-1764) Four (4) Rotary Lobe Blowers (409 RCS-J and 1222 RAS-J) Definitions: Maintenance Report: A document prepared by the Contractor which details the parts, processes and operations inspected for each individual HH00236 Compressor unit and each individual Rotary Lobe Blower unit. It provides a detailed diagnostic of the entire unit its function and performance at the time of the inspection and may include the Contractor's recommendations regarding the type and frequency of necessary maintenance, parts and components that need to be repaired or replaced. Scheduled or Emergency Repairs and/or Parts Replacement Services Report: A document prepared by the Contractor which details the parts, processes, and operations the Contractor has cleaned, calibrated, adjusted, repaired or replaced for each individual HH00236 Compressor unit and each individual Rotary Lobe Blower unit. It includes a signed statement by the Contractor confirming the fact that the unit was tested by the Contractor and considered by the same to be in working order at the time the work was completed. Scheduled Services: All services scheduled at least 5 days after the County accepts an estimate and issues a work order. Unscheduled/Emergency Services: All services scheduled a minimum of 24 hours after the County accepts an estimate and issues a work order. Work Order: Shall mean a written approval for the performance of any work performed by the contractor as a result of a prior estimate. The Contractor must summit a copy of the estimate and the written work order with every invoice. No invoice shall e paid without oth of these documents attached. Service Order: Shall mean a written approval for the performance of any Scheduled or Unscheduled on site visit by the Contractor with the purpose of determinizing and estimating all work, repairs or replacement of parts. Contractor Qualifications Contractor must meet ALL the following requirements to be considered for award: Contractor must provide references attesting to the fact that the Contractor has at least three years of satisfactory past performance in providing scheduled and emergency (on-call) inspection, maintenance, repair and part replacement services for HH00236 Compressors Rotary Lobe Blowers (409 RCS-J and 1222 RAS-J) County Project Officer All Contractor instructions or requests shall be issued from or submitted through the designated County Project Officer or the Project Officer's designee. Fern Street Arlington, VA 22202. jhonaker@arlingtonva.us 571-306 - 0742 Contractor Personnel The Contractor shall monitor and enforce employee discipline always while performing under this Contract. All work assignments shall be issued to proficient employees only under this contract. The Contractor shall provide a replacement employee at the request of the County Project Officer for any reason the County Project Officer, in his/her sole judgement, deems necessary. Service Location: All services solicited shall be discharged at the Arlington County Water Pollution Control Plant, located at 3111 S. Fern Street Arlington, VA 22202. Service Time for Scheduled Maintenance and Service Work: The Contractor shall perform all inspection, scheduled maintenance, repair or part replacement work between the hours of 6:00am and 3:00pm Monday through Friday. Service Time for Unscheduled/Emergency: The Contractor may perform all, unscheduled maintenance, repair or part replacement work at other times than between the hours of 6:00am and 3:00pm Monday through Friday only in accordance with the Unscheduled/Emergency Work ordering process clause below.
