Demolition, site work and addition to a mixed-use development in Minnewaukan, North Dakota. Conceptual plans call for the addition of a educational facility; for the demolition of a educational facility; and for site work for a educational facility.

Introduction Minnewaukan School District No. 5 is requesting qualifications for architectural services as it relates to the design and construction administration for a building addition in Minnewaukan, North Dakota. The project includes an addition to the existing school building to accommodate additional learning space and fitness area. Successful consultants shall be responsible for work that includes design development, contract documents, and contract administration. The scope of services required by the selected architectural firm shall be as follows: a. Anticipated building design includes, but is not limited to: architectural design of the building; design of all building structural, electrical, mechanical and plumbing systems, estimation of project construction cost; interior design services; Architect shall provide all drawings, specifications and bid documents necessary for bidding and completing the development and construction of the project, and prepare the contracts between the school district and successful bidders for review by the school district and subject to approval by the school district. b. Anticipated site design includes, but is not limited to, development of site plan, including location of sidewalks, parking, landscaping, exterior playgrounds/courts, and systems to provide water, sanitation and storm water management for potential addition. c. Anticipated bidding & construction administration services include, but are not limited to: conduct pre-bid conferences; evaluate bids and provide a recommendation to the school district for contract awards, if using a three-prime construction model; attend preconstruction conferences; conduct regular site visits and attend scheduled site meetings; provide observation of contractor's work to determine compliance with plans and specifications, quality of workmanship and progress including a written report to the school district at regular intervals until final acceptance of work; review shop drawings and contractor's submissions; process payment applications; provide clarifications, proposal requests, and change orders; conduct preliminary punch-list review; review of contractor's O & M manuals and warranties; and final inspections for compliance with contract documents and code requirements. Consultants Firms submitting qualifications shall include civil, structural, mechanical, electrical, and plumbing engineering services. Firm Requirements Architectural firms shall comply with the following requirements to be considered for selection. Qualifications submitted by firms failing to meet these requirements shall be considered nonresponsive. a. Architects shall be licensed to practice in the State of North Dakota and shall be registered with the North Dakota State Board of Architecture. b. The responding firm shall be located within North Dakota. Preference will be given to firms headquartered within the state of North Dakota. c. The responding firm shall have recent experience designing K-12 school buildings. d. The firm shall carry and maintain a minimum of $2,000,000 professional liability insurance coverage. This insurance coverage shall be provided at no additional cost to the school district. e. The firm shall be capable of meeting the project schedule and have the resources available to begin and complete each phase of work. Selection Criteria Minnewaukan Public School District requests the following material for use in the selection of a professional design firm: A. Past Performance 1. Demonstrated experience and excellence in projects with comparable scale, complexity, and function. 2. Proven capabilities for providing conceptual design of education facilities. Firms are asked to submit appropriate graphic material supporting analysis, thoroughness, and clarity (may be the same projects). o Firms are asked to submit up to five examples of projects indicating preliminary estimate and actual construction cost accuracy. o Firms are asked to submit up to five projects graphically showing preliminary design and actual built product. o Firms are asked to submit up to five sample projects indicating firm's ability to determine owner's space needs. B. The Ability of Professional Personnel Qualifications of the principals and project team members proposed for the project, including a clear definition of their primary responsibility. The section shall also include: 1. An organizational chart for all members in the designated design team. List any in-house or out-of-house special consultants. Identify their function within the design team. 2. Indicate the names of employed persons that will be designated as the project manager and principal design member. Indicate the person that will serve as point of contact for all matters relating to management of contract and design services. C. Willingness to Meet Time and Budget Requirements 1. Indicate your intent to complete the Work within the negotiated fee and include general references where this has been accomplished. 2. Present an outline of the basic work plan anticipated to accomplish the work. D. Location Provide office locations within North Dakota and who is staffed at these offices and where the consultant's headquarters is located. E. Related Experience on Similar Projects Recent Relevant Work: List up to five projects completed within the past five years, or currently under construction related to the K-12 environment. Include the project name, client, year of completion, value in place, and reference contact. May also be the projects listed in Section A. G. Recent/Current and Projected Workload of the Person or Firm Evaluate the recent, current, and projected workload of the firm based on the following criteria: 1. Agreement, unless prevented by circumstances outside of the firm's control, to retain the project manager and the principal design team member on the project until all work under this contract is complete. 2. Availability of all personnel listed in this section. Procedures for Submission a. In order to conduct a reasonable and efficient evaluation of prospective firms, the district required that firms prepare Statements of Qualifications (SOQs) that are clear and concise, and which follow the format outlined below. SOQs shall be bound and submitted on typewritten, 8-1/2" x 11" paper. Margins shall be no less than 1" around the perimeter of each page. Font size shall be no less than 11-point type. The SOQ shall contain a Table of Contents that crossreferences each requirement with specific page in the SOQ. 1) The school district reserves the right to reject any and all responses, and to waive minor irregularities in any response. 2) The school district reserves the right to request clarification of information submitted and to request additional information for any response. 3) The school district reserves the right to award the contract at its sole discretion to the firm determined to be the most qualified. If the school district and firm are unable to successfully negotiate and execute a contract within 30 days of this selection, the school district reserves the right to negotiate with and award the contract to the next most qualified firm. 4) The contract resulting from the acceptance of a proposal by the school district shall be in a form supplied or approved by the school district and shall reflect the specifications in the RFQ. The school district reserves the right to reject any contract that does not conform to the specifications contained in this RFQ or that does not meet with the approval of the school district's attorney. 5) The school district shall not be responsible for any costs incurred by the respondent related to preparing, submitting, or presenting its response to the RFQ. The method of contractor selection has not been determined at this time.
