The Kentucky Transportation Cabinet (Cabinet) anticipates beginning the procurement process to hire an Operations and Maintenance (O&M) Contractor to operate and maintain the East End Crossing Tunnel and adjacent roadway and bridges. The initial step in the process will be the issuance of a Request for Qualifications (RFQ). The Cabinet invites all qualified entities to provide a Statement of Qualifications in accordance with the RFQ once it is issued The Kentucky Transportation Cabinet (Cabinet) is issuing this Request for Qualifications (RFQ) for the purpose of soliciting Statements of Qualifications (SOQs) from qualified entities (Proposers) to provide operation and maintenance (O&M) services associated with the East End Crossing Tunnel. The scope of work includes the operation and maintenance of approximately three miles of KY 841(I- 265) in Jefferson County, KY, between I-71 and the Ohio River, which includes operation and maintenance of the East End Crossing Tunnel (Work). The East End Crossing Tunnel Project includes O&M responsibilities along I-265 from approximately MP 35.15 to MP 37.75. This work includes the operation and maintenance of the East End Crossing Tunnel and providing all equipment, materials, supplies, and resources required for the performance of the work. The Cabinet will utilize a two-step procurement process. This process will involve submission of a Statement of Qualifications which will be used to develop a short-list of the best qualified Proposers. A Request for Proposals (RFP) will then be made available to the short-listed Proposers. Proposers may submit written questions and requests for clarification to the Cabinet at any time prior to 3:00 pm local time August 26, 2022.
