Site work and paving for a civil project in Hickory, North Carolina. Conceptual plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

As of July 14, 2023, an engineer has been selected and this project is in the design phase. Although a firm timeline for construction has not been determined, construction is not expected to start prior to March 2025. *The closed solicitation has been included below for reference: SUBCONSULTANTS ARE PERMITTED UNDER THIS CONTRACT. This contract shall be partially reimbursed with Federal-aid funding through the North Carolina Department of Transportation (NCDOT). The solicitation, selection, and negotiation of a contract shall be conducted in accordance with all Department requirements and guidelines. The primary and/or subconsultant firm(s) shall be pre-qualified by NCDOT to perform the work codes listed below for the City of Hickory. Work Codes required are: o 32 - Categorical Exclusions o 63 - Environmental Assessment/Finding of No Significant Impacts o 70 - Erosion and Sediment Control Design o 106 - Historic Architectural Surveys of Standing Structures (Buildings and Bridges) o 132 - Landscape & Streetscape Design o 155 - Pavement Markings Plans o 171 - Public Involvement o 192 - ROW Appraisals o 194 - ROW Negotiators o 199 - Route Location Surveys o 207 - Signal Design o 235 - Subsurface Utility Engineering o 243 - Threatened and Endangered Species Survey & Studies o 269 - Urban Roadway Design o 270 - Utility Coordination o 294 - Roadway Foundation Investigation and Design o 296 - Retaining Wall Investigation & Design o 433 - Tier I Basic Hydrologic and Hydraulic Design o 541 - Traffic Management Plan - Level 1 and 2. WORK CODES for each primary and/or subconsultant firm(s) SHALL be listed on the respective RS-2 FORMS (see section 'SUBMISSION ORGANIZATION AND INFORMATION REQUIREMENTS'). Preliminary Engineering and Design of a proposed roundabout at the intersection of 21st Ave. NE and Sandy Ridge Road. The two-lane road from 21st Ave. NE toward 29th Ave. Dr. NE will remain, but there will be approximately 2,500 feet of roadway construction on Sandy Ridge Road and 750 linear feet of roadway construction on 21st Ave. NE. Improvements to Sandy Ridge Road will include a bike lane and a sidewalk on each side. Project work elements and services includes but not limited to; utility relocation and coordination, preparation of right of way plans, preparation of construction contract proposal and estimates. NEPA documentation and compliance must be acquired. Except as provided below, any firm wishing to be considered must be properly registered with the Office of the Secretary of State and with the North Carolina Board of Examiners for Engineers and Surveyors. Any firm proposing to use corporate subsidiaries or subcontractors must include a statement that these companies are properly registered with the North Carolina Board of Examiners for Engineers and Surveyors and/or the NC Board for Licensing of Geologists. The Engineers performing the work and in responsible charge of the work must be registered Professional Engineers in the State of North Carolina and must have a good ethical and professional standing. It will be the responsibility of the selected private firm to verify the registration of any corporate subsidiary or subcontractor prior to submitting a Letter of Interest. Firms which are not providing engineering services need not be registered with the North Carolina Board of Examiners for Engineers and Surveyors. Some of the services being solicited may not require a license. It is the responsibility of each firm to adhere to all laws of the State of North Carolina. The firm must have the financial ability to undertake the work and assume the liability. The selected firm(s) will be required to furnish proof of Professional Liability insurance coverage in the amount of not less than million per occurrence ($1,000,000); three million ($3,000,000) general aggregate. The term of coverage shall coincide with the dates of the event/contract. The certificate shall provide a 30-day notice of cancellation or material change of coverage to the certificate holders. Policy holder must also list the City of Hickory as additional insured. The firm(s) must have an adequate accounting system to identify costs chargeable to the project. The City of Hickory is soliciting proposals for the services of a firm/team for the contract scope of work which include complete design drawings and bid package for the project, along with all plats and documents required for preliminary design and engineering for the following: Preliminary Engineering and Design of a proposed roundabout at the intersection of 21st Ave. NE and Sandy Ridge Road.
