The Project consists of constructing pedestrian improvements at the intersection of N. Main Street and Center Street, including minor demolition, utility adjustments/relocations, sidewalk, curb ramps, curb and gutter, curb, driveway apron, asphalt mill and overlay, fine grading, traffic control, maintenance of traffic, traffic signage, pavement marking, and project supervision. Bids will be received for a single prime Contract. Contract award will be made to the lowest responsive and responsible bidder based upon the TOTAL BASE BID AMOUNT, as indicated in the Bid Form.
The Issuing Office for the Bidding Documents is: City of Galax, 111 E. Grayson St., Galax, VA 24333. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9 a.m. and 4 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Bidding Documents also may be examined at The Builders Exchange Association of Virginia, 3207 Hermitage Road, Richmond, VA 23227 and Valley Construction News Plan Room, 426 Campbell Avenue, Roanoke, VA 24016.
Bid security shall be furnished in accordance with the Instructions to Bidders. It is the policy of the Virginia Department of Transportation that Disadvantaged Business Enterprises (DBE) as defined in 49 CFR Part 26 must have the maximum opportunity to participate in the performance of federally funded contracts. A list of DBE firms certified by the SBSD and MWAA is maintained on SBSD's website under the DBE Directory of Certified Vendors. Contractors/consultants are encouraged to take all necessary and reasonable steps to ensure that DBE firms have the maximum opportunity to compete for and perform services on contract, including participation in any subsequent supplement contracts. If the contractor/consultant intends to subcontract a portion of the services on the project, the contractor/consultant is encouraged to seek out and consider DBEs as potential Sub-contractors/sub-consultants.
The contractor/Sub-contractor is encouraged to contact DBEs to solicit their interest, capability and qualifications. Any agreement between a contractor/consultant and a DBE whereby the DBE promises not to provide services to other contractors/consultants is prohibited. The DBE contract goal for this procurement is 1%. Bidders shall submit proof of qualifications to perform Work as described in the Instruction to Bidders. The procedure for withdrawal of bids shall be in accordance with procedure (i) of Section 2.2 4330 of the Code of Virginia.
