Site work and new construction of a transportation facility in Salisbury, North Carolina. Conceptual plans call for the construction of a transportation facility; and for site work for a transportation facility.

Scope of Work The NCNG has initiated planning for design and construction of an Aviation Maintenance Hangar and renovation of existing facilities at the Salisbury AASF #2 facility. The combined 90,000 SF Aircraft Maintenance facility upgrades will provide operational space, equipment storage areas, and administrative space to support aircraft maintenance and flight operations. The 56,000 SQFT Aircraft Maintenance Hangar includes maintenance bays, supply facilities, allied trades space, and quality control areas. These facilities are directly related to the operation and maintenance of aircraft, component and assembly rebuilding, and quality control of aviation maintenance requirements for the NCARNG. This project will also construct 6,000 SQFT and renovate 28,000 SQFT of Administrative and Ground Support Equipment facilities. Construction will include all utility services, information systems, fire detection and alarm systems, roads, walks, curbs, gutters, storm drainage, parking areas, and site improvements required for a complete and usable project. The new hangar and renovation of the flight facilities will address the existing issue of inadequate space to support aircraft maintenance and flight operations. This project is contingent upon receipt of federal funds, expected in the first quarter of Fiscal Year 2023 (October to December of Calendar Year 2022) which will fund Phase I of the phase concept outlined below. Proceeding with Phase II will be contingent upon receipt of additional federal funding, date TBD. Phase I: Preliminary Design Develop and complete Schematic Design (SD) and Design Development (DD) phases of Design in accordance with the State Construction Manual and NC National Guard Requirements (as indicated below) which will serve as a road map to support the Army's mission, while simultaneously providing and maintaining the capability to sustain, prepare, reset, and transform the NCNG's force structure. NCNG Requirements: 1. Establish a Vision 2. Develop Goals and Objectives 3. Develop and Evaluate Alternatives The NCNG will provide DD 1390/91, master planning documents, and other related program documents that detail potential future force structure and work activities on the complex for the Designer to Develop and Evaluate Alternatives. The design team should use the following references as bases for design and construction requirement: a) Army Regulation 420-1, Army Facilities Management, Chapter 10 b) NGR 415-5, Military Construction Program Execution c) NGR 420-10, Construction & Facilities Management Office Operations d) NG Pamphlet 415-12, Army National Guard Facilities Allowances e) ARNG Design Guide 415-1, Army National Guard Military Construction Program Development and Execution f) Unified Facilities Criteria (UFC) 1-200-1, DoD Building Code with Change 1 g) Unified Facilities Criteria (UFC) 2-100-01, Installation Master Planning with Change 1 Phase II - Final Design plus Bidding, Construction Administration, and Closeout The Designer will team with their consultants to develop and complete the Construction Documents (CD) phase of Design and transition into Bidding, Construction Administration, and Closeout services for the project in accordance with the State Construction Manual
