edit 1: Clarified Site Visit information This is a request for quote using FAR 13 procedures for construction prepared in accordance with FAR 36.701, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2022-05. The following is needed: The work consists of furnishing all labor, materials and equipment necessary to add hallway to Building 5024, Scott AFB, 126ARW. Estimated magnatude is less than $25,000. See attached draft solicitation. The attached 1442 can be used as a quote template, but is not required. A quote can be in any format and needs to include description of plan to complete. The 1442 represents current Wage Rates, solicitation provisions, and clauses which are to included in final award. A new 1442 will be generated for bilateral review and signature before final award. A seperate SOW is attached for project details. A Site Visit is planned for 23 Aug, 1200 noon CST. Blg 5002, CE Classroom. This site visit immediate follows or is concurrent with site visit for W50S7S22R0001. Because this Site Visit in concurrent with another site visit, please express interest to the Contracting Officer to confirm attendance. The Site Visit may start early. Due to security conditions, all offerors must register to attend this conference and site visit. Email the following information for all attendees to 126.ARW.MSC@us.af.mil. Preparing and Submitting your Quote: Prepare the following documents for your quote: -1 Pages, pricing quote sheet. -Description of technical approach. -Any proposed changes to the Statement of Work. Include feasible work availability dates or suggests alterations to the Period of Performance. These will be evaluated as part of the technical solution. Contractors are encouraged to review the Statement of Work and suggest changes which would benefit the government. Please make quotes good for 30 days, if possible. Emailed quotes are preferred. Late quotes may be rejected at the Contracting Officer's discretion. The government intends one lump sum payment at the conclusion of the project, after valid electronic invoice is submitted. Place the solicitation number in the subject line of any email. Evaluation: The Government plans to award a contract resulting from this solicitation to the offer conforming to the solicitation which will be most advantageous to the Government. Quotes will be evaluated using price, technical, and past performance. Technical evaluation will be an overall rating based on all documents submitted, not including price. Past Performance will be evaluated through inquiries of Government databases. If no Past Performance is found, rating will be neutral. All solicitation specifications are not absolute and the 126ARW will consider innovative solutions to this requirement. Quotes may be comparatively evaluated in compliance with FAR 13.106-2 (b) (3). Be sure to submit/attach enough additional information to enable the Government to fully ascertain the specifications/capabilities of any products quoted. The government may seek 3rd party consumer reviews of quoted items to determine technical ratings. GOVERNMENT INTENDS TO ISSUE ONE (1) CONTRACT BUT RESERVES THE RIGHT TO CONSIDER PARTIAL OR MULTIPLE AWARDS. If not already registered in SAM, go to WWW.SAM.GOV to register prior to submitting quote. At the time of evaluation of your quote, your company must have an active status in SAM.gov. Electronic Documents: All electronic documents must NOT be "secured", "locked", or otherwise inaccessible. Submitter risks rejection if documents prove inhospitable to viewing and evaluation. Utilize standard Microsoft or Adobe formats, and net file size of all documents should be less than 10MB. The selected Offeror must comply with the listed Clauses, which are incorporated herein by reference or full text. The final award clauses might differ slightly from the listed clauses, if administrative errors have been made in clause selection. Contractor will have a chance to review Purchase Order before Contract is finalized. Bathrooms will be available for workers. SOW is amended as follows: 1. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer's Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation's Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes. 1b. For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10-245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. 4. Antiterrorism Awareness Level I Training (AT Level I). This standard language is for contractor employees with an area of performance within a US Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT Level I may be accomplished by a Level I qualified instructor; completing the Force Protection computer-based training (CBT) course on the Advanced Distributed Learning System (ADLS), or Joint Knowledge Online at http://jko.jten.mil. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit AT Representative.
