For furnishing the City of Redding a proposal for providing Architectural Services for the Fire Stations Assessment and Modernization Project, per specifications and general conditions. The bidder shall provide the original (unbound), six (6) copies and a USB drive with a PDF of the proposal. Fax or electronic submission of proposals will not be allowed. One (1) set of the Fee Proposal is to be submitted in a separate, sealed envelope. The cut-off date and time for receiving questions regarding this bid is 5:00 p.m. PST, on Friday, September 02, 2022. All inquiries must be made in writing and may be submitted to the email address shown below. The City of Redding (City) Public Works Department is soliciting proposals to provide professional architectural design services for the Fire Stations Assessment Project. It is the intent of the City to hire a qualified Consultant who can provide project management, preliminary design services, environmental compliance documentation, right-of-way, and final design services, culminating in the preparation of contract documents for the project(s), including plans, specifications, and construction cost estimates, complete and ready for invitations for bid. In order for the Consultant to be considered qualified, the firm or project team must possess technical competency in design of modernization of existing and of new fire stations and facilities. The total project funding budget is anticipated to be roughly $25 million including design, environmental, right-of-way acquisition, construction (including contingencies), and construction management. The City may issue bonds to finance the project(s) and the final bond amount, if any, will depend on the bond market and amount of debt service the City determines to be fiscally reasonable. The successful Consultant must be aware of the financing limitations and be able to provide a clear plan for delivering a bid package(s) that meets the project goals within the project budget constraints. The Consultant services contract is expected to be awarded in November 2022 and the contract documents completed by the end of December 2022. The time frame to complete this design will be negotiated with the successful Consultant. The City intends to select a single consultant team for all aspects of the work necessary to complete the contract documents. Any Consultant responding to the RFP must be willing to commit the necessary resources to the project within a mutually agreed upon schedule. Interested Consultants are invited to submit qualifications in accordance with the requirements of this Request for Proposals (RFP). The effort associated with this project will require two separate phases. Phase 1 will involve preliminary design services and preparation of a Fire Stations Assessment Report (Report) with recommendations. Phase 2 will involve the detailed design, environmental compliance documentation, right-of-way acquisition, preparation of contract documents, as well as design services during the bid and construction periods for project(s) as identified by the Report and as funding is allocated. The City will issue a contract for Phase 1 to the selected consultant. If the City is satisfied with the Report and the Consultant's services to that point, the City intends to provide the selected consultant with an amendment for Phase 2. The City's consultant selection will be based on qualifications and ability to perform all phases of work. The City reserves the right to issue a new RFP for Phase 2 at the completion of Phase 1 if it so chooses. The method of Contractor Selection has not been determined at this time.
