Demolition, site work and addition to a transportation facility in Hibbing, Minnesota. Completed plans call for the addition of a 60,000-square-foot transportation facility; for the demolition of a transportation facility; and for site work for a transportation facility.
As of October 27th, 2022, nothing has been awarded at this time, and construction is anticipated to begin in the spring of 2023. AET Project No. P-0009064 Scope Descriptions for more detailed information on the specifics of the content for each of the Work Scopes. Bidders are cautioned to examine the Work Scope Descriptions and contract documents closely to ensure the entire applicable portion of the scope is included in bids for the individual Bid Packages. The project scope consists of the following construction elements: *60,000 sf Building Addition *Interior Buildout *Erosion Control *Foundation work *Electrical *Plumbing *Structural *Mechanical *Utilities *Site work (parking lot & access road) The Notice to Proceed for ordering materials is anticipated to be issued in November 2022 with the Notice to Proceed for construction anticipated to be issued in spring 2023. The work is in accordance with drawings and specifications prepared by RS&H, Inc. The Construction Manager is Max Gray Construction Inc. The project scope consists of multiple bid packages. Bid Proposals shall be submitted on forms furnished for that purpose. Multiple subcontractor and suppliers bids will be received for labor and materials as outlined in the Work Scope Descriptions as described in Section 01011. The schedule of minimum wages as established by the Secretary of Labor and set forth in the specifications is to govern on this project, and bids shall be based on these established minimum wage rates. In accordance with Minnesota law, overtime must be paid for work in excess of 8 hours per day or 40 hours per week. A Project Labor Agreement (PLA) is included and required as part of the contract documents. The bidder/offerer certifies, by submission of this proposal or acceptance of this contract, that neither it nor its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by a Federal department or agency. It further agrees by submitting this proposal that it will include this clause without modification in all lower tier transactions, solicitations, proposals, contracts and subcontracts. Where the bidder/offerer/contractor or any lower tier participant is unable to certify to this statement, it shall attach an explanation to this solicitation/proposal. Notice of Requirements for Affirmative Action to Ensure Equal Employment Opportunity - State of Minnesota Requirements: The offerers or bidders attention is called to the equal opportunity clause set forth herein. The goals and timetables for minority and female participation, expressed in percentage terms for the contractors aggregate workforce in each trade on all construction work in the Covered Area as follows: Goals for minority participation in each trade, 3.0%; goals for female participation in each trade, 6.9%. These goals are applicable to all contractors construction work performed in the Covered Area. The contractors compliance with Minnesota Statutes, section 473.144 and part 5000.3520 shall be based on its implementation of the equal opportunity clause, specific affirmative action obligations required by part 5000.3540, and its efforts to meet the goals established for the geographical area where the contract resulting from this solicitation is to be performed. Exclusive agreements between DBEs and bidders are forbidden. Chisholm-Hibbing Airport Authority reserves the right to waive failure of a bidder to meet the DBEs goals if sufficient effort as determined by ChisholmHibbing Airport Authority has been made to comply with the DBE goals and the requirements are not met. The bids shall be accompanied by an Affidavit on Non-Collusion and written assurance that the bidder has made a good faith effort towards meeting DBE goals. A bidders or proposers failure to show a good faith effort to achieve the specified contract goal for the participation of Disadvantaged Business Enterprise in the completion of this project will be grounds for finding the bid or proposal non-responsive. Each bid proposal shall be accompanied by a Bid Security in the form of a certified check made payable to the Chisholm-Hibbing Airport Authority in the amount of not less than 5% of the total bid or a surety bond in the amount payable to the Airport Authority with the surety company thereon duly authorized to do business in the State of Minnesota, such Bid Security to be a guarantee that the bidder will not, without the consent of the Airport, withdraw his bid for a period of 60 days after the opening of bids, and if the successful bidder, will enter into a contract with Chisholm-Hibbing Airport Authority and in connection therewith, give Public Contractors Bond as required by law; and the amount of the certified check will be retained or bond enforced by the County in case the bidder fails so to do. The Bid Security of the three lowest bidders will be retained until the contract is executed, but in no event longer than 60 days provided that the Bid Security of the lowest responsible bidder shall be retained in any event until the contract is executed and Public Contractors Bond furnished as herein provided. The bid of the lowest responsible bidder, provided said low bidder has made a good faith effort to meet the DBE contract goal will be accepted on or before the expiration of 60 days after the date of the opening of bids. In the event that the Authority deems it in its best interest to delay the award of the contract (i.e. if the federal funding for the project is delayed) the 60 day time period may be extended for up to one year if mutually agreed upon by both the bidder and the Authority. The Authority, reserves the right to reject any or all bids and to waive any minor irregularities, informalities or discrepancies The CHAA, reserves the right to reject any or all bids and to waive any minor irregularities, informalities or discrepancies.
