Demolition, site work, paving and new construction of a mixed-use development in Chelsea, Michigan. Design plans call for the demolition of a parking garage; for the construction of a parking garage; for site work for a parking garage; for paving for a parking garage; playground / park / athletic field; playground / park / athletic field; playground / park / athletic field; playground / park / athletic field; sidewalk / parking lot; sidewalk / parking lot; sidewalk / parking lot; and sidewalk / parking lot.
As of December 21, 2022, an architect has been selected for the project. A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: ACCEPTING RFP QUESTIONS UNTIL: Thursday, September 8, 2022, at 12:00 p.m ALL questions should be emailed to Bruce Watkins at watkinsb1@michigan.gov address DESIRED SCHEDULE OF WORK Investigation/evaluations and Phase 300 Schematic Design to be completed by March 2023 for presentation to the selected CM. Final Design (Phase 500) to be completed by August 2023. Construction Services to be rendered in coordination with the CM and dates to be determined LEIN Check (Department of Corrections ONLY) All contractor / vendor representatives attending Preproposal Walk Through Meeting must submit a Vendor / Contractor LEIN Request form five business days prior to the meeting date (See the attached Vendor/Contractor LEIN Request Form). Send the LEIN Request form, filled and signed, by email to Daniel T. Smith at email address: smithD76@michigan.gov . The email "Subject" must include (facility name, project name, date and time of Pre-Proposal Walk Through Meeting) PROJECT DESCRIPTION/SERVICES REQUESTED Pinckney Recreation Area - ARPA Project Description The Department of Technology, Management and Budget (DTMB) is requesting professional architectural / engineering services for the design and construction administration to address the Silver Lake Concessions Building, Bruin Lake Campground Garage / Workshop Building, the park's paving at Bruin Lake Campground and Day Use Area, Bruin Lake Campground Sanitation Station Relocation and the replacement of the Bruin Lake Toilet / Shower Building. The project scope includes: o The Silver Lake Concessions Building is currently under lease. The building needs utility upgrades and updating. Assess the building and prioritize needed improvements. o PSC to assess the Bruin Lake Campground Garage / Workshop Building to determine renovations / addition to meet staff needs. Also, replacement of the existing Toilet / Shower Building. o The existing pavement at both Bruin Lake Campground and Silver Lake Day-Use Area was installed 20 + years ago and is now in various stages of disrepair. PSC to assess the park's asphalt pavement and provide alternatives for repair/replacement (including full replacement, new pavement on existing gravel base, new pavement on pulverized existing and asphalt repair/chip seal). Project team to review pavement alternatives. o A Phase 300 study was completed years ago for the Bruin Lake Campground. PSC to review Phase 300 study for relocation of sanitation station and repaving the campground. Project team to prioritize the improvements once preliminary design and cost estimates are completed. PSC to complete bid documents based on recommendations for all work within this project scope. Note: DTMB will be soliciting a Construction Manager (CM) to provide preconstruction and construction management services for this work. PSC shall collaborate with the CM during the 50% and 90% design submittals for both phases including cost estimating. PSC shall provide to DTMB Phase 600 and 700 cost proposal for their services after Phase 500 Final Design is completed. This request is to provide Phase 300 Schematic Design and Phase 500 Final Design to address Silver Lake Concessions Building, Bruin Lake Campground Garage / Workshop Building, the park's paving at Bruin Lake Campground and Day Use Area, relocation of the Bruin Lake Campground Sanitation Station at Pinckney Recreation Area. We anticipate 50% and 90% design submittals at both design phases, including a cost estimate at 90% submittal of each phase. A topographic survey, and LARA plan review fees are to be included as reimbursable expenses if needed. DTMB will retain a professional to perform material testing during construction to meet quality control requirements. Past development plans and MDOT Paser pavement ratings are available and will be provided to the successful firm. Waterloo RA - ARPA Project Description The Department of Technology, Management and Budget (DTMB) is requesting professional architectural engineering services for the design and construction administration to address the Eddy Discover Center, Lake Winnewana Dam, pavement throughout the park, surfacing at two playgrounds, water softener systems at campground toilet/shower buildings, Sugarloaf Campground water lines. The project scope includes: o Review the following items at the Eddy Discovery Center: roof, bathrooms, flooring throughout the building, water softening system, wall sections in the auditorium, visitor circulation at the front desk, and HVAC system. Hire a subconsultant to design/replace existing interpretive displays. o Review the Lake Winnewana Dam Safety Inspection Report and provide recommendations. o The existing pavement was installed 20 + years ago and is now in various stages of disrepair. PSC to provide a phase 300 assessment of the park's asphalt pavement and provide alternatives for repair/replacement (including full replacement, new pavement on existing gravel base, new pavement on pulverized existing and asphalt repair/chip seal). Project team to review pavement alternatives. PSC to complete bid documents based on recommendations. o Replace poured-in-place rubberized surfacing at both Sugarloaf and Portage Lake playgrounds. o The toilet/shower buildings at Sugarloaf and Portage Lake campgrounds have hard water, resulting in high maintenance of cleaning interior surfaces. PSC to obtain water testing and provide water treatment system options on how to remove 'hardness' from the water. o The Sugarloaf campground waterlines are original have been a continual maintenance issue. PSC to assess waterlines/jug fillers and provide recommendations on replacement. Project team to prioritize the improvements once preliminary design and cost estimates are completed. Note: DTMB will be soliciting a Construction Manager (CM) to provide preconstruction and construction management services for this work. PSC shall collaborate with the CM during the 50% and 90% design submittals for both phases including cost estimating.
