The New Orleans Redevelopment Authority (NORA) is seeking applications from entities interested in purchasing NORA-owned parcels for the purpose of developing residential housing. The properties available in this solicitation are in multiple neighborhoods throughout Orleans Parish. This "Property Only Solicitation" includes no accompanying financing or subsidy to offset development or homebuyer costs. Developers seeking to build market rate housing with no income restrictions will be required to pay Fair Market Value (as determined by a NORA appraisal) for the properties. However, developments for rent or sale to households at or below 80% of Area Median Income may receive the properties at a discounted rate. All development must be in accordance with the current zoning of the properties. NORA welcomes proposals from small and large developers, including non-profit and for profit enterprises, with a broad range of development experience. During the period between issuance of this RFA and the application due date, no oral interpretation of the RFA's requirements will be given to any prospective offeror. All questions and requests for interpretation must be submitted in writing to Procurement Manager Audrey Plessy, by email to audrey.plessy@nola.gov. NORA will reasonably attempt to answer questions submitted in advance. All questions and answers will be provided in the form of an addendum.
